HomeMy WebLinkAboutORDINANCE 1988-2003~s~a Suggested by: Administration CITY OF KENAI ORDINANCE N0. 1988-2003 AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AMENDING KMC 7.15.050 TO INCREASE fiHE PURCHASING LIMIT WITHOUT COMPETITIVE BIDDING FOR CONSTRUCTION OR MAINTENANCE PROJECTS TO X20,000. WHEREAS, in 1988 the City Council increased the value of a single purchase that may be acquired without using a formal bid process (bid limit) from X6,500 to ~ 10,000; and, WHEREAS, inflation since 1988 has diminished the purchasing power of ~ 10,000 effectively lowering the purchasing limit; and, WHEREAS, the administrative cost of .preparing bid specifications, and the cost of potential bidders of responding to requests for bids for construction or maintenance, is not warranted for many medium priced goods and services; and, WHEREAS, under KMC 7.15.030 the City Council would still approve purchases over X2,500; and, WHEREAS, the City Council has determined that an increase in the bid limit from ~ 10,000 to X20,000 for construction or maintenance projects is justified and reasonable. NOW, THEREFORE, BE Ifi ORDAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA that KMC 7.15.050(1) is amended to read: ?.15.050 Purchases, when competitive bidding not required. The following may be purchased without giving an opportunity for competitive bidding: (1) -Supplies, materials, equipment, or contractual services whose cost does not exceed ~ 10,000 in a single transaction, except that the limit for construction or maintenance projects shall be X20,000; (2) Supplies, materials, equipment, or contractual services which can be furnished only by a single dealer or which has a uniform price wherever bought; (3) Supplies, materials, equipment, or contractual services purchased from another unit of government at a price deemed below that obtainable from private dealers, including war surplus; (4) Contractual services purchased from a public utility corporation at a price or rate determined by State or other government authority. (5) Contractual services of a professional nature, such as engineering, architectural, and medical services. Ordinance No. 1988-2003 Page 2 of 2 (6) Supplies, materials, equipment or contractual services purchasable under the contract of another governmental agency in which contract the City is authorized to participate.
