There being no public comments, the public hearing was closed. Commission requested information from Vince Redford (Redline Sports), 168 Trumpeter, Soldotna, Alaska 99669, who noted the following: • Sign will be sunk into the ground. • It is a 3-pole installation. • It will be located off Rogers Road going into the Multi-Purpose Center on the right hand side. • Each side will be 8 feet wide and the total height will be 10 feet. • Anticipated placing the sides at a 90-degree angle. Curt Wilcox, 3329 Beaver Loop, Kenai, Alaska 99611, spoke in support of Mr. Wilkerson's application and noted the following: • Mr. Wilcox stated he is Mr. Wilkerson's closest neighbor. • He appreciated the great job of cleaning up the property that has been done. • Of all possible uses, he feels the taxidermy business is a fine use. Jesse Wilkerson, 1700 Cone Avenue, Kenai, Alaska 99611, stated he has hauled many, many truckloads of junk from the property as well as restored electricity to the site and painted. Noting no further public comments, Chair Eldridge closed the public hearing. Borough Planning -- Bryson reported actions taken during the June 26, 2006 Borough Planning Commission. 9-c. Administration -- Kebschull noted the following: • The Airport Commission is holding a joint meeting with KEDS on July 13 at 7:30 p.m. The Planning Commission has been invited to attend. • First Landscape Site Plan review completed. • Land at Bidarka and Main Street Loop will be cleared in preparation for building at later date. • There will be a new office building going up behind Decor Furniture. • An Anchorage developer is purchasing Northgate Apartments and converting to condominiums. Legal Description: A subdivision of Block 3 Five Irons Heights Street Address: 1700 Lawton Drive KPB Parcel No.: 04938214 Existing Zoning: R -Recreation Current Land Use: Residential Land Use Plan: Neighborhood Residential ANALYSIS This plat subdivides 4.39 acres of land into 5 lots ranging from 21,413 square feet to 43,575 square feet. The parcel is located in the Recreation zone. The minimum lot size is 20,000 square feet. The resulting parcels meet the minimum size for the zone. City water and sewer are available along Lawton Drive. In 2002 a building permit was issued to construct athree-family dwelling on the parcel. With the new lot configuration, it is impossible to determine if the plat creates an encroachment. Prior to recommending approval of the plat, the City requires an asbuilt survey of the structure to insure that the building under construction has not encroached into the setbacks. Cites ineer: As city water and sewer are available, Note 3 on the plat is not needed. Building Official: Nothing additional. RECOMMENDATIONS Recommend the plat not be approved until an asbuilt survey is submitted that certifies the 0647 Comment.doc Page 2 structure under construction meets setback requirement with the proposed lot configuration and that Note 3 be amended to show city water and sewer available. Preliminary Plat Addendum - PZ06-47 Preliminary Plat Five Irons Heights Block 3 Resub On July 5, 2006, Integrity Surveys submitted an updated preliminary plat showing the structure under construction. The plat shows the structure 45 feet from the front property line and 19.7 feet from the proposed side lot line. The plat will not create an encroachment. Ordinance No. 919-84 allowing the sale was passed by Council and was effective on April 7, 1984. A sale was never finalized. Section 14.25.030 of the code details Landscaping/Site Plan submittal requirements. The applicant has submitted an application for development of a 2880 square foot commercial building for the sales of motorcycles, snowmobiles, four-wheelers and offering parts and repair of the vehicles at the above-noted location. The site plan shows the proposed building, landscaping, snow storage, drainage, access, and parking. The code requires the following: Perimeter/Buffer Landscaping -Proposed landscaping shows natural vegetation on the rear of the lot and to the west property line adjacent to the proposed building. The site plan does not show any landscaping to the east of the building. The adjoining lot (lot 13) is also owned by the applicant's family and planned for future development. Interior Landscaping -Proposed landscaping shows an area of grass and roses along the front of the building separating the parking lot from the from of the building. The area planned for planting grass is approximately 15'X5' (75 square feet). Parking Lot Landscaping -There is no parking lot landscaping shown on the site plan. The parking area is approximately 40'X112' (4480 square feet). Based on the size of the building and proposed use, 8 parking 0645 Comment.doc Page 2 spaces are required. The parking area is sufficient to meet the code requirements. Street-right-of-way Landscaping -There is no landscaping shown along the Kenai Spur Highway right-of-way. The plan as submitted meets the basic requirements of the Kenai Municipal Code. Of concern is the drainage shown between Lot 12 and 13. The site plan shows the drainage for this development draining toward Lot 13. The family owns the two lots and there is a plan for future development of Lot 13. However, because ownership of the lots could change in the future, drainage should be limited onsite as much as possible. This concern was discussed with the applicant. Mr. Titus advised that he would require the excavator to direct drainage toward the rear of the lot. The site plan shows a shared drive off of Kenai Spur Highway for Lots 12 and 13. The applicants have applied for a permit from the State of Alaska, Department of Transportation for a driveway permit. The City's Comprehensive Plan encourages combining access points to minimize traffic congestion. City Engineer: Adequate area exists for parking, snow storage, and drainage. City water is available within the Kenai Spur Highway right-of-way. On-site waste disposal must comply with ADEC regulations. Building Official: The building permit application is under review. The site plan as originally submitted does not meet the International Fire Code. A letter was sent to Mr. Titus on June 22"d advising that a revised site plan, "indicating adead-end fire apparatus access road turnaround" is required. On June 23~d, a revised site plan was submitted with a fire apparatus turnaround shown extending onto the adjoining Lot 13. Also submitted was a letter giving permission for the turnaround from the property owner, Theodore Titus. RECOMMENDATIONS The applicant submitted two site plans. The original and then a revised that accommodated the fire apparatus turnaround. In addition, the second site plan shows the snow storage with drainage directed toward the rear of the lot. Mr. Titus also incorporated the landscaping (grass) along the Kenai Spur Highway right-of-way. The plan is approved with the following requirements: 1. Cleared areas (Street right-of-way) along the Kenai Spur Highway must be landscaped. Approved landscaping includes grass, low-growing shrubs, or other acceptable ground cover that will not block the view of traffic. Applicant must advise City of Kenai staff with the proposed plan for addressing this area. (Provided in the revised site plan.) 2.
