CITY OF KENAI
ORDINANCE NO. 2263-2007
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING
ESTIMATED REVENUES AND APPROPRIATIONS BY $20,000 IN THE AIRPORT FUND
FOR DEFERRED MAINTENANCE ITEMS AT THE PRISM FACILITY.
WHEREAS, funds are needed for deferred maintenance items at the PRISM Facility;
and,
WHEREAS, funds are available in fund balance.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA that estimated revenues and appropriations be increased as follows:
Airport Fund
increase Estimated Revenues:
Appropriation of Fund Balance $20,000
Increase Appropriations:
Training Facility -Repair and Maintenance $20,000

SUBJECT: Ordinance No. 2263-2007, Deferred Maintenance at PRISM
Facility
The purpose of this correspondence is to recommend approval of the above referenced
ordinance.
Since the beginning of this fiscal year we have been called upon to address a'~few items at
the PRISM Facility that fall timder major maintenance. The State Fire Marshall is
responsible for rolrtine maintenance items.
It was my intent that major maintenance items at PRISM be addressed through the capital
budgeting process, but in retrospect it may have been appropriate to include a
major/deferred maintenance item in the operating budget.
What we have found are some major maintenance items needing to be addressed as a
result of periodic maintenance not having been performed by the previous contractor. For
example a circulation pump (~ 1,200) for a boiler appears to not have received periodic
lubrication which led to it's failure. There are also level controls in a sump that need to be
replaced to facilitate surface drainage at the site.
I'm not sure how much of the $ 20,000 requested will be needed. throughout the year, but
I believe we will continue to fmd a few major maintenance items needing attention as a
result of normal wear and tear, or Lack of routine maintenance over the previous ten
years.
