ORDINANCE NO. 2265-2007
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING
ESTIMATED REVENUES AND APPROPRIATIONS BY $58,640.00 IN THE GENERAL
FUND FOR A GRANT FROM THE STATE DIVISION OF HOMELAND SECURITY AND
EMERGENCY MANAGEMENT 2007 LAW ENFORCEMENT TERRORISM PREVENTION
PROGRAM TO PROVIDE P25 RADIO CONSOLETTE UPGRADES TO THE CITY
COMMUNICATIONS (DISPATCH) CENTER.
WHEREAS, the Alaska Land Mobile Radio (ALMR) network was designed and
engineered over aten-year period by the State of Alaska and the Department of
Defense to provide a statewide secure public safety digital land mobile radio
communications infrastructure compliant with the requirements of the national
standard known as Project 25 (P25) for secure interoperable communications for first
responders and emergency managers; and,
WHEREAS, the phased introduction of the ALMR network to Alaska communities over
a multi-year period has created significant time gaps where iaw enforcement entities
working closely together have experienced non-interoperability due to disparate
schedules of implementing costly technology upgrades to their respective
communication~dispateh centers; and,
WHEREAS, in May of 2007 the ALMR digital network was activated in the Kenai
Peninsula Borough and the Borough Communications Center migrated from
conventional (VHF) talk groups to digital ALMR talk groups; and,
WHEREAS, the Kenai Communications Center has remained on VHF talk groups until
federal funding could become available to provide costly radio upgrades permitting
communication on the ALMR network; and,
WHEREAS, currently Kenai Police Officers and Alaska State Troopers are not able to
talk with each other on calls of mutual assistance and response; and,
WHEREAS, this project will provide the Kenai Communications Center P25 radio
consolette upgrades that will bring together local police and trooper entities to
common talk groups once again; and,
WHEREAS, the performance period of this grant is October 1, 2007 through
September 30, 2009; and,
WHEREAS, acceptance of this grant will benefit the City of Kenai by providing for the
safety of our officers and public through upgrading our Communications Center radio
capacity to both conventional (VHF) and digital (ALMR) talk group connectivity.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA that estimated. revenues and appropriations be increased as follows:

Attached for your signature and approval are two grants awarded on September 27, 2007 to the City
of Kenai from the State Division of Homeland Security & Emergency Management. The City
applied for these funds under the 2007 State Homeland Security Prograni, and the 2007 Law
Enforcement Terrorism Prevention Program. These grants do not require a match, and the two
awards total $301,640.00.
2007 State Homeland Security Program, 07SHSP-GR34054 - $243,000.00
Emergency Operations Center (EOC), 450 Marathon Road, Kenai
This award will pay for a single dispatch position Motobridge Dispatch Console, an Alaska Land
Mobile Radio (ALMR) network compatible base station, four (4) analog conventional base stations,
and a single position of ergonomic furniture that wIl1 make operational the conventional (VHF) and
digital radio communications capacity of the Emergency Operations Center Located on the top floor
of the PRISM Fire Training Center.
This project will provide interoperable communications support for first responders from multiple
State and Local agencies during large-scale incidents and allow the EOC to serve as a back up to the
existing Motorola console located at Kenai Police Department, and to the Borough Communications
Center. The City will benefit from the use of the Motobridge console system as it is able to combine
multiple technologies utilizing various platforms of communications as needed for an EOC.
2007 Law Enforcement Terrorism Prevention Program, 09LETPP-GR34238 - $58,640.00
Kenai Police Department -Communications Center, 107 S. Willow Street, Kenai
This award will upgrade our conventional (VHF) base stafions at the Public Safety Building to be
able to transmit/receive on the digital Alaska Land Mobile Radio (ALMR) network. The project will
provide two (2) P25 capable consoiettes to be installed at two existing work stations in the
Communications Center. The consolettes will be conFigured with P25 franking software, two (2)
Gold Elite digital interface modules, and Gold Elite database programming to integrate with the
current conventional dispatch console system. Two (2) new antenna systems will be installed, one
(1) for each radio.

'This Communications Center P25 consolette upgrades, as well as programming upgrades to
department portable and mobile ALMR compatible radios purchased on a 2003 State Homeland
Security Program grant, will bring together local police and trooper entities to common talk groups
once agaa~. The phased introduction of ALMR to Alaska communities over a three year period
created significant time gaps where law enforcement entities that work closely together have
experienced non-interoperability due to the disparate schedules of implementing costly technology
upgrades to their respective dispatch centers.
Project Schedule
The project schedule will proceed to vendor selection approval upon Council acceptance through the
Ordinance process. For both projects, I am preparing a recommendation for sole source to Motorola,
which will also need Alaska Division of Homeland Security pre-approval. This is Largely based on
current Kenai Peninsula emergency communications systems infrastnlcture being nearly 100%
Motorola designed and built.
For the 200'7 State Homeland Security Program Emergency Operations Center project, I anficipate a
fen-month timeline from funding award and contract/project initiation, through installation,
acceptance testing and project finalization. Estimated completion date is August 1, 2008.
For the 2007 Law Enforcement Terrorism Prevention Program Communications Center project, I
anticipate afour-month timeline from funding award and contract/project initiation, through
installation, acceptance testing and project finalization. Estimated completion date is February 1,
2008.
Project Management
I will assume project management, reporting and coordination duties of both projects. I will consult
with Public Works Manager Jack LaShot on project plamling, coordnnation and logistical matters.
Fire Chief Tilly is my primary delegate. Larry Semmens will review and approve all financial
reports. Melanie Lewis is his primary delegate.
Notice of Intent to Accept Grant Award
I have attached for your signattiue the Notice of Intent to Accept form for each respective grant
award, as our acceptance process will take longer than the 30-day period of acceptance set forth in
these two grant awards. I am requesting from the State Division of Homeland Security and
Emergency Management a fourteen (14) day extension of the acceptance period to seek proper
approval through our municipal ordinance process.
