CITY OF KENAI
ORDINANCE NO. 2266-2007
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING
ESTIMATED REVENUES AND APPROPRIATIONS BY $26,250 IN THE AIRPORT FUND
AND BY $1,050,000 IN THE RUNWAY IMPROVEMENT CAPITAL PROJECT FUND FOR
CAPITAL IMPROVEMENTS.
WHEREAS, The FAA has approved funding for additional work to be included in the
Runway Improvement Project; and,
WHEREAS, the estimated cost of the additional work is $1,050,000; and,
WHEREAS, the FAA will fund 95%, the State of Alaska will. fund 2.5% and the Airport
Fund will provide 2.5%.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA that estimated revenues and appropriations be increased as follows:

SUI3IBCT: Additional Airportflry~rovements
As requested, I have revised the following cost estimates for the additional Airport improvements approved by Brad
Garland, with FAA, at our September 26 meeting with him. Costs marked with astir are known costs solicited from
the contractor over the past week.
1. Float Plane Basin Drainage Ditch reconstruction for improving flow, mitigate
discharge turbidity, and provide access for maintenance. Remove and dispose
of accumulated asphalt and concrete rubble penetrating Part 77 Airspaeo over
by the wafer tank area. This work includes surveying, clearing and grubbing,
excavation, grading, soil stabilization measures, top soiling, and seeding. $170,000.00
2. General Aviation Lighting replacement-~ a safety issue during winter outages.
This system has lights that range fiom 20 fo 40 years old. This work wIll include
Asphalt removal and replacement, demolition of the existing lighting system
Installation of 41 lights and 4 signs, a new regulator, and some grading to
Improve drainage along the taxiways. $25Q000.00
4. Complete 5000 feet of fence removal and reconstruction along Marathon Rd
And Float Plane Basin Road. The fence has heaved more out of the ground since
evaluated back in 2005, more so last winter with the excessive fall rain and lack
of snow cover. $250,000.00
6. Replace substandard midfield urilit windsock with lighted one $ 10,000.00
7. Replace remaining 100 taxiway lights with new LED/Trausf./Ciilsonite
A maintenance issue to standardize all the airfield lights. The remaining
Lights range in age from 10 to 20 years old. $ 70.000.00
To tal Construction Costs $750,000.00
I estimate that the current construction contract will under run somewhere between 50 and 100,000 dollars however
could be used up if we experience another dry spring and summer next season requiring a lot of seed bed watering in
the float plane basin.
Our remaining F,ngineering and Inspection budget of about $75,000.00, even with the several additional items added
to the job, such as Che Regulator room ventilation, Fire Suppression and Scada interface, Apron stripping and paving
alternatives, PAA NAV/AID changes, ARFF access road, and the preliminary engineering on the above items,
should carry us through completion of construction, next July however will fall short for fnal Audit and Closeout
Work.
Design Surveys, Engineering, and Inspection for the above listed items should average about 10% and with a little
extra for Closeout, about $100,000.00 and can be split evenly between Engineering and Inspection
