Chairman Twait called the meeting to order at 7:00 p.m.

The roll was taken by Contract Secretary Roper and confirmed as follows:

A quorum was present.
1-b. Administration of Oath of Office -- Rita Smagge
City Planner Kebschull administered the Oath of Office to Rita Smagge. Commissioner
Smagge took her seat at the dais.

MOTION:
Commissioner Bryson MOVED to approve the agenda adding the Iay down items,
including Item l~b, Swearing In of Commissioner Smagge; Item 1-d, Excused
Absence/Commisisoner Fullinck, and Updated Planning 8v Zoning Commission
Membership List. Commissioner Wells SECONDED the motion. There were no
objections. SO ORDERED.

7-a. Discussion/Schedule Work Session -- Preservation Plan Update
Kebschull noted a copy of the City's Preservation Plan was included in the packet
along with the proposed update to the plan. Kebschull explained, if a work session is
scheduled to discuss the proposed update, the Kenai Historical Society and other
interested individuals have requested to be invited. A brief discussion followed and
the work session was scheduled to immediately follow the April 25, 2007 Planning &
Zoning Commission meeting. The Kenai Historical Society and other interested parties
will be notified of the work session.
ITEM 8: PENDING ITEMS -- None
ITEM 9: REPORTS
9-a. City Council --- Council Member Ross reviewed the April 4, 2007 council
meeting action agenda which was included in the packet.
9-b. Borough Planning -- Commissioner Bryson provided a report based on
action taken at the Borough Planning Commission March 26 and April 9, 2007
meetings. .
9-c. Administration -- City Planner Kebschull noted:
• There would be only one plat for the next meeting agenda.
• She will be out of the office until April 19, however, Department
Assistant Carver would be available to answer any questions or to assist
Commissioners as needed.
• Council returned the proposed Central Mixed Use Zone to the
Commission for further review and would be included on the April 25 meeting agenda
or during the work session.

ANALYSIS
Plat creates three additional lots from one Iarge parcel for a total of four lots. All four lots meet
the minimum Iot size requirements for the Suburban Residential zone. Water and sewer is
available to serve the parcels. There is a 25-foot water and sewer easement along the northern half
of Lot 1. Colonial Drive is developed, and provides access to Lots 1 and 3. Candlelight Drive
provides access and water and sewer service to Lots 1, 2 and 4.

The subdivision was configured after meeting with administration with regards to access and
utilities.
Building Official:
No building code issues.
RECOMMENDATIONS
Plat, as submitted, meets the meets the City's zoning requirements. Recommend approval with-the
following requirements:

2. Front setback for Lot 4 will be measured from where lot meets minimum width for

KENAI RECOMMENDING THAT THE ATTACHED SUBDl VISION PLAT BE APPROVED
SUBJECT TO THE FOLLOWING CONDITIONS:
WHEREAS, the attached plat COLONIAL PARK SUBDIVISION was referred to the City of
Kenai Planning and Zoning Commission on Aprii 10, 200'1, and received from Whitford
Surveying.
WHEREAS, the City of Kenai Planning and Zoning Commission Ends:
1. Plat area is zoned RS -Suburban Residential and therefore subject to said zone conditions.
2. Water and sewer; Available.
Plat does not subdivide property within a public improvement district subject to special
assessments. There is not a delinquency amount owed to the City of Kenai for the referenced
property.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AMENDING
TITLE 11 OF THE KENAI MUNICIPAL CODE BY ELIMINATING THE:--CITY OF KENAI
HARBOR COMMISSION, REASSIGNING ITS DUTIES TO OTHER ENTITIES WITHIN
THE CITY OF KENAI AND UPDATING REGULATION OF THE>LTAPF30R AREA .
WHEREAS, Title 11 of the Kenai Municipal Code established the I%enai Harbor
Commission and sets forth its duties and responsibil~~~es; end,
WHEREAS, it has become increasingly difficult to recruil~ committed Hat-bor
Commission members to achieve a quorum for H~irbar C~mrnission meetings; and,
WHEREAS, the duties of the Harbor Commission can tic reassigned to the City of
Kenai Planning and Zoning Commission and City Matti-tiger; and,
WHEREAS, it is in the best interest ofthe City of Kenai to eliminate the Harbor
Commission and reassign. its duties; and,
WHEREAS, the rules regarding ahe regulat•ic~xi of the ``Y~arbor" area contained in Title
11 of the Kenai Municipal-=Code heed to be revised and updated.
WHEREAS, it is in the hest interest of the City of-Kenai to eliminate the Harbor
