ALASKA CITY OF KENAI ORDINANCE NO. 2440 -2009 Suggested by: Administration AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING ESTIMATED REVENUES AND APPROPRIATIONS BY $9,000.00 IN THE GENERAL FUND COMMUNICATIONS MACHINERY AND EQUIPMENT FOR THE PURCHASE OF A REPLACEMENT STANCIL RECORDING SERVER THAT HAS FAILED UNEXPECTEDLY. WHEREAS, the Communications Department utilizes a Stancil recording device to digitally record all radio traffic and phone calls of the Department; and, WHEREAS, the Stancil recorder also serves as a backup recording of 911 calls; and, WHEREAS, the current system was purchased in 2003 and has repeatedly failed despite attempts to repair; and, WHEREAS, in order to regain functionality, the Communications Department must replace the computer server that supports the operation of the Stancil recording device; and, WHEREAS, replacement of the server is critical to the operations of the Communications Department; and, WHEREAS, under the typical ordinance enactment timeline, an ordinance introduced on September 2, 2009, will not be taken up again until September 16, 2009; but, due to the urgency of the situation, and as allowed by KMC 1.15.070 (d), it is prudent to act immediately to replace the server; and, WHEREAS, pursuant to KMC 1.15.070 (d) unanimous consent of all Council Members present is required for the ordinance to be read a second time at the same meeting where it is introduced; and, WHEREAS, it is in the best interest of the City of Kenai and its citizens to replace the system as soon as possible. F r City Clerk Approved by Finance: 7 L-�-C� SECTION ONE SECTION TWO The Council finds the timing of the replacement of the server is of the essence as its failure constitutes a threat to the health and safety of the residents of the City of Kenai. The Stanch recorder records all radio traffic, administrative calls to dispatch, and also 911 calls. We currently have an alternative recorder for 911 calls. This is a critical problem, as recordings of radio traffic and calls to dispatch are regular pulled for review /clarification. Due to our current Stanch failure, if an officer were to call for emergency assistance tonight, and provide key details of the event, that information would not be recorded. The failed Stanch recorder is six years old, and was purchased for $5,000. In its six years of service we were pleased with the Stancil recorder and also with Stancil's customer service. It appears the six year -old server has reached its useful life and a new recorder is needed to replace it as soon as possible. This was an unanticipated problem, and was not budgeted. I am requesting an appropriation into the Police Machinery and Equipment account of $9,000 to purchase a new Stancil Recorder as soon as possible so that critical communications can be recorded without any further lapse.
