ORDINANCE NO. 2505 -2010

AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING
ESTIMATED REVENUES AND APPROPRIATIONS BY $7,600.00 IN THE SENIOR
CITIZENS FUND FOR FUNDING RECEIVED FROM KENAI SENIOR CONNECTION,
INC. FOR A PART TIME DATA ENTRY POSITION AT THE SENIOR CENTER.
WHEREAS, Kenai Senior Connection, Inc. has provided $7,600.00 for a part time data
entry position at the Kenai Senior Center; and,
WHEREAS, funding from the Kenai Senior Connection, Inc. will provide for a 14 hour
per week data entry position.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA that estimated revenues and appropriations be increased as follows:

REFERENCE: Position of Data Entry
Senior Connection, Inc. met on Friday, July 9 and discussed funding the temporary part-time
position of Data Entry. They have agreed to fund $7,600.00 for the position. This is based upon
a salary range of 1.1 at 14 hours per week.
In my last memo concerning the Data Entry position, I included justification for the position and
the job description in the new format. If there is anything else I need to include, please advise
me.

Senior Center $7,600.00 for a data entry position. We understand this has been very beneficial to the
Administrative Assistant in gathering and inputting figures for monthly and quarterly state reports,
We hope during the next fiscal year, you will make this position a permanent part -time position, The
work load at the senior center has increased over the years and it will only continue with the baby
boomers moving into the senior population.

REFERENCE: Position of Data Entry
On July 8` it came to my attention that the data entry position filled by the MASST program
would be terminated due to program requirements on July 31, 2010.
At the time of budget planning, I had intended to submit a new position application for this
position. However, I decided against it due to no increase in revenue and a cut in United Way funding.
During discussion with the Older Worker Specialist, the person in charge of the MASST program on the
Peninsula, 1 was influenced to believe this MASST person would be allowed to continue until 2013. It
was only a few days later that 1 was informed the person in the data entry position was over the income
limit to qualify for the new budget year and would be terminated on the 31 of July.
Over the past year this MASST worker has done an excellent job of providing data entry for the
administrative assistant. This person has learned to utilize the state NTS database efficiently,
understands what is required to keep current records, and has separated meals into the billing categories
rendering them readily available for monthly /quarterly reporting and billing. The position has been
utilized to oversee meal count and separate them into the categories from which they are to be reported.
These actions have saved the administrative assistant many hours of additional work resulting in a more
efficient delivery of timely reports, thus allowing her to work on other necessary duties while also
enabling her to assist our seniors with important issues as they arise. In short, these attributes have
enabled us to better meet the demands of our responsibilities to the City of Kenai while the population of
elderly seniors within our service area continues to place increased demands on our staff as their ace and
numbers rise.
Beginning in FY2004, state billing procedures became a nightmare. Medicaid choice waiver
meals and NTS meals were separated for accounting and billing purposes. The state transferred the
existing NTS data base onto the Internet and no longer includes choice waiver meals. The separation of
billing for these meal programs required the creation of a new billing and data system for choice waiver
clients. The online database for NTS meals was finally implemented by the state July of 2009.
With the inception of the new accounting rules for meals, the time spent for monthly and
quarterly reporting doubled. Medicaid became strictly online billing requiring upgrades to our computer
systems and internet capabilities. Our Medicaid numbers grew 40% from January '04 to January '08
and, with the new guidelines, we continued to struggle to keep up with the pace.
