RESOLUTION N0. 79-31
A RESOLUTION OF THE KENAI ADVISORY-PLANNING AND ZONING
COMMISSION RECOMMENDING TO THE CITY COUNCIL A CHANGE OF
STREET NAME WITHIN THE CITY OF KENAI FROM WILDWOOD EXTENSION
TO "COOK INLET DRIVE."
WHEREAS, Section 14..15.140 of the Kenai Gode authorizes the
City Council, by resolution, to change a name of an existing
street upon the recommendation and approval of the Planning
and Zoning Commission and after consultation with the Kenai
Peninsula Borough and any other municipalities directly
affected thereby, and
WHEREAS, the Kenai Advisory Planning and Zoning Commission has
been presented with a petition for street name change from
"Wildwood Extension" to "Cook Inlet Drive," and
WHEREAS, the signatures on said petition (copy of-which is
attached hereto} for all except three names represent most
if not all of the owners of property on said street, and
WHEREAS, the Commission determines that there would be no
problem ox public inconvenience attached to the changing
of the name to "Cook Inlet Drive" and the Borough having
been consulted with on this matter.
NOW, THEREFORE, BE IT RESOLVED BY THE KENAI ADVISORY PLANNING
AND ZONING COMMISSION that it recommend to the City. Council
that the street presently named "Wildwood Extension" within
the Gity of Kenai be xenamed to "Cook Inlet Drive."

Jerry Andrews moved, seconded by Karen Mahurin, to table this
petition until the Commission has an opportunity to review
the Street Naming Ordinance.

THER BUSINESS
A. City Council Report: Betty Glick
Betty Glick reported on the last City Council meeting at which
time the Council adopted the Tidelands Ordinance, 455-78;
passed a Resolution establishing the rate of return of 6%
on lease of lands; gave approval of the use of a lot in Gusty
Subdivision as a ballfield; there was a discussion on luminaries.
There will be a special Council meeting on Friday, at 6 p.m. to
interview the last.of the applicants for City Manager, discussion
of the Warm Storage Building, and Capital Improvements.
B. Borough Planning and Zoning Report: Betty Glick
The Borough Planning and Zoning Commission approved the
rezoning of Tract B Park View Subdivision and considered the
public input at the meeting. Most people were in favor of
the rezoning. Subsection K was approved. Mrs. Glick also
discussed the Borough Land Sale and stated that books are
available at the City and Borough offices.

14.10.100 Enforcement: 1. No plat of any subdivision
shall be qualified for recording in the office of the district
magistrate of the State of Alaska or have any validity until .
it shall. have been approved in the manner prescribed herein.
2. The City Council shall not permit any public
improvements over which it has not any control to be made or
any money expended for improvements in any area that has
been subdivided or upon any street that has been platted,
after the date of the adoption of this chapter unless such
subdivision or street has been approved in accordance with
the provisions contained herein. (KC 14-22)
14.10.110 Changes and Amendments: Any regulations or
provisions of this chapter may be changed and amended from
time to time by the City Council provided, however, that
such changes or amendments shall not become effective until
after study and report by the Planning Commission and until
after a public hearing has been held, public notice of which
shall have been given in a newspaper of general circulation
at least 15 days prior to such hearing and posted in the
City Hall. (KC 14-23)
14.1,5.010 NUMBERING BUILDINGS; Uniform Numbering '.
.System: There is hereby established a uniform system for .
numbering buildings fronting on all streets, avenues and
public ways in the City of Kenai, and all houses, commerical
buildings and other buildings or structures shall be num-
bered in accordance with the provisions of this Code:
1. All streets and other public ways running in the
same direction and having a deviation of not more than 165
feet shall carry the same name unless special circumstances
make such a plan impracticable or not feasible.
2. All streets and other public ways shall be named in
accordance with Appendix "A" of this section and as follows:
(a} All through east and west streets shall carry the
designation "street," and all through ar potentially through
north and south streets shall carry the designation "avenue."
(b} Any thruway which curves in an irregular pattern to an
extent that its east-west or north-south direction is changed
shall be designated as highway or road. (c} Any street or
public way less than 3,000 feet in length in curvilinear
subdivisions which do not meet the thruway requirements
normally conferred an avenues, streets or highways shall be
named as indicated in diagram "appendix A" as "court,"
"lane," "circle." "place," "drive" and "way." (d) A public
way of less than 25 feet wide may be named "walk." (e) No
street established or named after adoption of this system
shall bear a name in language in conflict with suffixes
required herein. (KC 14-60; Ord 200}

14.15.020 Base Lines: The township line between
Township 5 North and Township 6 North shall constitute the
base line for numbering buildings along all streets running
northerly and southerly, and the section line between
Sections 20 and 21, 2$ and 29, 32 and 33, Township 6 North,
Range 11 West, and Sections 4 and S, 8 and 9, i6 and 17,
Township 5 North, Range 11 West, shall constitute the base-
line for numbering buildings along all streets running
easterly and westerly, except those set forth in Section
14.15.020 (6) herein.
1. Each building north of the east-west base line and
facing a street running in a northerly direction shall carry
a number and address indicating its location
2.. Each building south of the east-west base line and
facing a street running in a southerly direction shall carry
a number and address indicating its location south of said
base line.
3. Each building east of the north-south base line and _
facing a street running in an easterly direction shall carry
a number and address indicating its location east of said
base line.
4. Each building west of north-south base line and
facing a street running in a westerly direction shall carry
a number and address indicating its location west of said
base line.
5. All buildings on diagonal streets shall be numbered
the same as buildings on northerly and southerly streets if C
the diagonal runs mare from the north to the south, and the
same rule shall apply on easterly and westerly streets if
the diagonal runs more to the east and west. All buildings
on diagonal streets having a deviation of exactly 45 degrees
shall be numbered the same as buildings on northerly and
southerly streets.
6. The Kenai Spur numbering will begin at its junction
with the Sterling Highway and the Beaver Loop Road numbering
will begin at its western junction with the Kenai Spur. (KC
14-61)
14.15.030 To Begin At Base Lines: The numbering of
buildings on each street shall begin at the base line, --
except for the Kenai Spur and Beaver Loop Road, which shall
be numbered as specified in Section 14.15.020 (6). A11
numbers shall be assigned on the basis of 1000 numbers to
each mile or 1000 numbers between established section lines
or the streets Located thereon, and where practicable 2
numbers (one number on each side of the street) shall be
assigned to each 10.5E feet of occupied frontage. (KC 14-
62)
1. All buildings on the right-hand side of each
street running from the base street shall bear even numbers.

from the base street shall bear odd numbers.

2. Sdhere any building has more than one entrance
serving separate occupants, a separate number shall be
assigned to each entrance serving a separate occupant
providing said building occupies a lot, parcel or tract
having a frontage equal to 10.56 feet for each such en-
trance. If the building is not located on a lot, parcel or
tract which would permit the assignment of one number to
each such entrance, numerals and letters shall be used, as
set forth in Section 14.15.070 herein. (KC 14-63}
14.15.040 Streets Not Extending Through: All buildings
facing streets not extending through to the base line shall
be assigned the same relative numbers as if the said street
had extended to the said base line. (KC 14-64)
14.15.OS0 Distances and Directions: 1. In addition
to the numbers placed on each house or other building, as
heretofore provided, all streets, avenues and other public '
ways within said City are hereby given numbers and direc-
tional symbols according to their distance and direction
from the 2 base lines set forth in Section '14.15.020 herein.
(a) All streets lying in the quadrant north and west of the,,
base line intersection shall bear the designation "Nw." (b)
All streets lying in the quadrant north and east of the base
line intersection shall bear the designation "NE." (c) All
streets lying in the quadrant south and east of the base
line intersection shall bear the designation "SE." (d) All
streets lying in the quadrant south and west of the base
line intersection shall bear the designation "Sw."
2. East street shall bear a number or numbers corr'espand-
ing with the 1/10 of a mile in which said street is located
at any given point. If said street is not parallel with
either base line, then its number shall vary in the case of
each address on said street according to the distance said
address is from both base lines. (ICC 14-65)
14.15.050 Survey, Placement and Size of Numbers: 1.
The necessary survey shall he made and completed cvithin 9
months from the date of the adoption of this chapter and
thereafter there shall be assigned to each house and other
residential or commercial building located on any street,
avenue or public way in said city, its respective number
under the uniform system provided for in this ordinance
according to said survey. SVhen said survey shall have been
completed and each house or building has been assigned its
respective number or numbers, the owner, occupant or agent
shall place or cause to be placed upon each house or building
controlled by him the number or numbers assigned under the
uniform system as provided in this chanter.
2. Such number or numbers shall be placed on existing
buildings on or before the efTective date of this chapter

and within 20 days after the assigning of the proper number
in the case of numbers assigned after the effective date of
this chapter. The cost of the numbers shall be procured and
paid for by the property owner. The numbers used shall be
not less than 3 inches in height and shall be made of a
durable and clearly visible material. If the proper number
is not placed on an existing building on ar before the
effective date of this chapter, it shall be the duty of the
Director of Public Works to have installed the proper number
or numbers on said premises as hereinafter set forth and to
make a charge of $Z0. far each set of numbers so installed.
3. The numbers shall be conspicuously placed immedi-
ately above, on or at the side of the proper door of each
building so that the number can be seen plainly from the
street line. whenever any building is situated more than SO
feet from the street line, the building number shall be
placed near the walk, driveway or common entrance to such
building and upon a gate post, fence, tree, post or other
appropriate place so as to be easily discernible from the
sidewalk. (KC 14-66)
14.15.070 Upper and Lower Parts of Houses: Where only
one number can be assigned to any house or building, whoever
shall desire distinctive numbers for the upper and lower
portions of any-house or building fronting on any street,
then such owner, occupant or agent shall use the suffix (A),
(B), (C), etc., as may be required. (KC 14-67)
14.15.080 Plat Book: For the purpose of facilitating
a correct numbering, a plat book of all streets, avenues and
public ways within the City showing the proper numbers of
all houses or other buildings fronting upon all streets,
avenues or public ways shall be kept on file in the office
of the Director of Public Works. These plats shall be open
to inspection of all persons during the office hours of the
City of Kenai. (KC 14-68}
14.15.090 Director of Public Works: It shall be the
duty of the Director of Public Laorks to inform any party
applying therefore of the number or numbers belonging to ar
embraced within the limits of any said lot or property as
provided in this chapter. Iri case of conflict as to the
proper number to be assigned to any building, the said
Director of Public Works shall determine the number of said
building. (KC 14-69)
14.15.100 Owner to Procure Number: Whenever any
house, building or structure shall be erected or located in
the City of Kenai after the establishment of a uniform
system of house and building numbering has been completed,
ir. order to preserve the continuity and uniformity of
numbers of houses, buildings or other structures, it shall

C be the duty of the owner to procure the correct number or
numbers as designated from the Director of Public Works for
the said property and to immediately fasten the said number
or numbers so assigned upon said building as provided by
this chapter. No building permit shall be issued for any
house, building or structure until the owner has procured
from the Director of Public works the official number of the
premises. Final approval of any structure erected, repaired,
altered ar modified after the effective date of this chapter
shall be withheld by the City Building Inspector until
permanent and proper numbers have been affixed to said
structure. (KC 14-70)
14.15.110 Plan Adopted: For the purpose of clarifying
and systematizing the present street naming pattern in the
City of Kenai and to implement the application of the matters
set forth in Section 14.15.010 herein, there is hereby
adopted the following plan: (a) The Planning and Zoning
Commission is hereby authorized to prepare and present to
the Council a complete plan for naming of all streets,
avenues and public ways within the City in accordance with
Section 14.15.010 through 14.15.140. (b) If said Commission-
shall find an existing street now carrying more than one
name, it shall recommend that said street shall bear the ___
name under which it currently traverses the longest distance
both inside and outside the City limits unless circumstances '
indicate that another and different name would be desirable.
The Commission may hold public hearings at which interested
property owners may express their views concerning the ..
changing of the name or names of any street. (KC 14--71)
14.7.5.124 Plats to Bear Street Names: Every subdivision
plat submitted to the Council for their approval after the
effective date of this chapter shall bear upon its face the
report of the Planning and Zoning Commission of the proper
names of any and all streets or other public ways thereafter
dedicated to the public use within the jurisdiction. (KC
14-72)
14.15.130 Effective Date: The system of house, building
or other structure numbers assigned under the provisions of
Kenai Code, Sections 14.15.010 through i4. 15.120, and all
street numbers and names established pursuant to said Code
provisions shall become effective on day of

14.15.140 Renaming Streets: The Council by resolution
may change, rename or name an existing street or newly
established street within the li;nits of said city at any
time after the adoption of this chapter upon recommendation
of the Planning and Zoning Commission, and after consul-
