FOR THE PROJECT ENTITLED KENAI COURTHOUSE PARKING EXPANSION - 2009 FOR THE TOTAL AMOUNT OF $220,327.50. WHEREAS, the following bids were received on March 24, 2009; Bsdder Basic Bid Peninsula Construction, Inc. $220,327.50 i Alaska Roadbuilders, Inc. $231,356.00 Non-res onsive Foster Construction, Inc. $244,336.00 North Star Pavin & Construction, Inc. $244,719.30 G & H Construction $249,693.32 Wolverine Su ly, Inc. $326,648.00 Engineer's Estimate _ _ $160,868.50 and, WHEREAS, Peninsula Construction, Inc.'s bid is the lowest responsible bid and award to this bidder would be in the best interest of the City; and, WHEREAS, the recommendation from the City Administration is to award the contract to Peninsula Construction, Inc. for the total cost of $220,327.50; and, WHEREAS, sufficient monies are appropriated. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the contract for the project entitled Kenai Courthouse Parking Expansion - 2009 be awarded to Peninsula Construction, Inc. for the total amount of $220,327.50. Six bidders submitted bids and are listed as follows: 1. peninsula Construction Inc. $220,327.50 2. Alaska Road Builders Inc. $231,356.00 3. Foster Construetion Inc. $244,336.00 4. North Star Paving $244,714.30 5. G~II Construction $249,696.32 6. Wolverine Supply Inc. $326,648.00 7. Engineers Estimate $160,868.50 Not responsive, no Bid Bond Corrected to $249,693.32 While the first five kidders are grouped fairly closely a review oftheir krd items show many of their unit bid prates are well above average unit costs we have received on recent projects. TYris may be due to several reasons including the smaller projects requiring a higher overhead markup, the bidding climate escalating prices on these smaliee projects with many larger projects coming otu' in the next few months, and/or the Larger contractors expecting bids from more of the smaller area contractor which did not occur. `plre Engineers Estimate contained a entry error on the Seeding Item i.e. $60.00 per thousand when it was intended to be $600.00 per thousand and did not carry Mobilization and Demobilization mark up on items which usually suns 8 to 10% of construction Costs. These corrections would have increased the Engineers Estimate to $ ] 83,457.00 still 17°la below the low bidder. As the bidders, though high, are grouped competitively and a revr'ew afthe Bid Uocmnents and unit costs da not indicate any issues that would increase construction costs I would recommend award of the project to Peninsula Construction Inc. in the amount of $ 220,327.50.
