WHEREAS, the following bids were received on May 12, 2009: IiII)I'ER EASIC I;IIS PER F'bXTIJI2E &'iT12NISIi I~ IN~TAIdI. Bi G Electric $1 190.00 Kachemak Electric $1,038.00 ;and, WHEREAS, Kachemak Electric's bid meets the bid specifications; and, WHEREAS, the recommendation from the City Administration is to award the bid to Kachemak Electric; and, WHEREAS, the Council of the City of Kenai has determined that Kachemak Electric's bid is a responsible bid and award to this bidder would be in the best interest of the City; and, WHEREAS, sufficient monies are appropriated. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the bid for LED Streetlight Installation - 2009 be awarded to Kachemak Electric for the total amount of $1,038.00 per fixture furnish and install. The basic bid is a per fixture price. Big GElectric - $1,190.00 Kachemak Electric - $1,038.00 Kachemak Electric is the low bidder but did not include an Addendum Acknowledgement with the bid. Under contract specifications, the City reserves the right "to waive any and all irregularities." This is a minor irregularity in the bidding that did not impact the bid results. It is my opinion that waiver of the minor bid irregularity is in the best interest of the City. Mark Cialek, Kachemak Electric, stated that he was aware of the addendum but forgot to include it, and he has since submitted this form to the City. My recommendation is to award the bid to Kachemak Electric for $1,038.00 per each fixture. A purchase order to Kachemak for the amount of $73,698.00 for 71 fixtures is also in the packet for Council approval.
