HomeMy WebLinkAboutResolution No. 2009-22~~ ti~\ e - EHe c<Cy a f KENA~ 5KA Suggested by: Administration CITY ®F KEIIAI RES®LUTI®N IdC. 2009-82 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, SUPPORTING AN ALASKA DEPARTMENT OF TRANSPORTATION & PUBLIC FACILITIES (ADOT/PF) PROJECT TO RENOVATE AND IMPROVE BEAVER LOOP ROAD AND CONSTRUCT A SEPARATED PEDESTRIAN PATHWAY ALONG BEAVER LOOP ROAD. WHEREAS, the State of Alaska, Department of Transportation and Public Facilities (ADOT/PF) announced its Call for Nominations for roads and trail projects to be considered for federal funds in the 2010-2013 Statewide Transportation Improvement Program (STIP); and, WHEREAS, the City of Kenai nominated its road and trail capital improvement projects for inclusion in the ADOT/PF 2010-2013 STIP; and, WHEREAS, the Beaver Loop Road Improvements and Pedestrian Pathway project has received a high ranking; and, WHEREAS, the project will include the construction of improvements at the intersection of Beaver Loop Road and the Kenai Spur Highway, the construction of improvements at the intersection of Beaver Loop Road and Bridge Access Road, the renovation/construction of a fully paved. roadway section including paved four-foot shoulders, the construction of a new separated pedestrian pathway along Beaver Loop Road from the Kenai Spur Highway to Bridge Access Road, and related improvements; and, WHEREAS, the City of Kenai would assume ownership of the right-of-way and maintenance of the renovated and improved Beaver Loop Road and new separated pedestrian pathway along Beaver Loop Road. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, it supports an Alaska Department of Transportation F3~ Public Facilities (ADOT/PF) project to renovate and improve Beaver Loop Road and construction of a separated pedestrian pathway along Beaver Loop Road. The City of Kenai nominated this project for the 2010-2013 Statewide Transportation Improvement Plan (STIP). Apparently the project has received a high ranking and F.L)OT/PF wishes to have a specific resolution for this project which includes language that the City will assume ownership of the right-of--way (ROW) and operational maintenance for the roadway and separated pedestrian pathway. There will be costs associated with assuming these responsibilities. Thave estimated increased annual costs as follows: 1. Striping (if performed annually) $ 6,000.00 2. Sanding 2,500.00 3. O/H Street Lighting 1,200.00 4. Sign Replacement/Maintenance 500.00 5. Culvert Maintenance 1,000.00 6. Equipment Fuel & Maintenance 5,000.00 7. Misc. expendables, rotary broom brushes, etc. 1,000.00 Total $ 17,200.00 These increased maintenance activities should be able to be assumed without increases in personnel. Administration recommends Council approval of this resolution. They approved it on the basis that the City would assume maintenance and ownership once the project was complete. She said they need a resolution supporting the project and documentation (letter from you and council's support) of the ownership and maintenance ASAP. She is in the area on Wednesday and Thursday and has scheduled an appointment to see me on Thursday at 1 p.m. She said she was just stopping in to visit. She asked if we could call her as soon as we determine if we have the documentation or if we need to obtain it to let her know when it would be available. Marilyn K. This project will resurface tree existing Beaver Loop Roadway, add paved four foot shoulders and a separated pedestrian pathway. The length of the project is approximately 20,000 l.f. and the cost estimate is $ 3,500,000. ~ Are parts of the project already constructed? WiII another agency do some of the work? Tf so, please explain. Yes, some portions of the existing Beaver Loop Roadway will be incorporated into the proposed project. No other agency will perform work on this project. ~ Why do you want this project? Es there a safety concern? Does what you have now need replacement, rehabilitation or reconstruction? Please explain. The existing Beaver Loop roadway is nearing the end of its useful life. The asphalt is deteriorating and the roadway surface is uneven. There is a significant amount of pedestrian and bicycle traffic that presently uses the roadway creating an unsafe condition. 11 Who will use this project and how will it help them? Are there health, quality of life and jor economic benefits? Please explain. The project will be used by all vehicular, pedestrian and bicycle traffic using the Beaver Loop roadway. ~ Who will maintain the project after it is built? The City of Kenai would assume maintenance and ownership of the project after it is built. ~ Who owns the land where the project will be built? Will ADOT&PF have to purchase right-of--way? ADOT/PF owns the land where the projeot will be built. ADOT/PF will not have to purchase right-of-way ~ Do you have a resolution of support from a local elected body or traditional council? WHEREAS, the State of Alaska, Department of Transportation and Public Facilities {ADOTJPF) has announced its Call for Nominations for roads and trail projects to be considered for federal funds in the 2010-2013 STIP; and, WHEREAS, the Kenai City Council each year establishes capital improvement priorities, including proposed state and federally funded road and trail projects; and, WHEREAS, the City of Kenai wants their road and trail capital improvement projects to be nominated and considered for inclusion in the ADOT/PF 20I0-2013 STIP; and, WHEREAS, the projects are as follows: 1. Kenai Bridge Access Road Pedestrian Pathway 2. Kenai Spur Highway -Upgrade Five Intersections 3. Kenai Spur Highway -Upgrade to Five Lane Configuration between Soldotna and Kenai 4.
