CITY OF KENAI
RESOLUTION NO. 2006-06
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AWARDING A
PROFESSIONAL SERVICES CONTRACT FOR AIRPORT SECURITY GUARD SERVICES
AT THE KENAI MUNICIPAL AIRPORT TO KENA1 SECURITY SERVICES, INC. FOR THE
PERIOD MARCH 1, 2006 THROUGH FEBRUARY 28, 2009.
WHEREAS, two responsive bids were received on February 8, 2006 for the contract
year March l, 2006 through February 28, 2009 (and may be extended for two
successive one-year terms by mutual consent of the City and the Contractor); and,
WHEREAS, the bid amounts received were as follows:
Bidder Per Hour
Kenai Security Services, $28.00
Inc.
Guardian Security $40.00
WHEREAS, Kenai Security Services, Inc. submitted the lowest responsible bid for the
Kenai Municipal Airport; and,
WHEREAS, the Council of the City of Kenai has determined that award to this bidder
will be in the best interest of the City.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA that the Airport Security Guard Services Contract is awarded to Kenai
Security Services, Inc. for the Kenai Municipal Airport far the period March l, 2006
through February 28, 2009.
PASSED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, this 15th day of
February, 2006.

Subject: Award of Airport Security Guard Services Contract
The Airport advertised a Request for Proposals (RFP) for Professional Services to provide
Airport Security Guard Services at the Kenai Municipal Airport. The requirements were the
same as the current Contractor (Guardian Security) has been providing for the last 5 years.
Two proposals were received and evaluated in accordance with the advertised procedure. The
contractors submitting proposals were Guardian Security and Kenai Security Services. The
evaluation team was comprised of Acting City Manager/Police Chief Chuck Kopp, KPD
Lieutenent Kim Wannamaker, and Airport Manager Becky Cronkhite.
Both proposals were from qualified bidders and deemed responsive; therefore, the primary
deciding factor was the bid price as noted in the attached resolution for Council consideration.
The recommendation is to award the Airport Security Guard Services Contract to Kenai Security
Services.
