RESOLUTION NO. 2006-69
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, DIREC'CING'I'HE
CONTINUATION OF THE PROJECT ENTITLED "MC COLLUM-ALIAK-JAPONSKP' AND
DESIGNATING WHAT IMPROVEMENTS ARE TO BE INCLUDED IN THIS PROJECT.
WHEREAS, the Council directs the City Administration to continue with this project;
and,
WI~EREAS, the following is a list of major improvements that are scheduled to be
completed under this project:
l. Diteh re-construetion (as needed)
2. Roadway re-construction (as-needed)
3. Culvert replacement (as needed)
4. Preparation of existing surfaces
5. Crushed a~regate base course
6. Asphalt pavement and
WHEREAS, the Council finds the improvements are necessaiy and of benefit to the
properties to be assessed; and,
WHEREAS, the local improvement district costs will be allocated Uased fifty percent
(50%) on square Pootage basis extending one lot deep or 300 feet deep for un-
subdivided properties, and fifty percent (50%) on front footage, adjacent to
improvements in this area; and,
WHEREAS, on November l, 2006 the Kenai City Council unanimously passed
ResoluUon No. 2006-60, initiating this l.ocal Improvement District; and,
WI-IEREAS, an account will be kept of all costs of the improvements and that after all
costs are known, the City Mana~er shall prepare an assessment roll for the
improvements; and,
WHEREAS, all of the above improvements will be done in this area but only twenty-five
percent (25%) of the total completed improvements will be assessed to the benefited
property owners; and,
WHEREAS, this resolution will be mailed to each property owner adjacent to the
streets designated for improvements; and,
WHEREAS, the property owner's name and address used wili be that which is on
record at the Kenai Peninsula borough on this date, December 2Q 2006.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, that the City will continue with the project entitled "McCollum-Aliak-
Japonski" and the improvements listed above.

December, 2006.

SUBJECT: Aliak-McCollum LID
The purpose of t]lis correspondence is to requ~est the Council cancei the present LID for
the above referenced area, and for Cotitncil to initiate an LID for the same general area,
a~id including six additional properties.
The latest peririon for this LID was received by thc City on September 16, 2005. Council
approved the LID on March 16, 2006. Administrafion coinmunication to the Council and
property owners provided a cost esTimate of $ 47 7,000, for a scope of work including:
L Clearing and Grubbing
2. Ditch Re-Consiruction (All)
3. Culvert Replacement (A11)
4. Culvert End-Sections
5. Preparation of E~sting Surfaces
6. Topsoil & Seeding
7. Crushed Aggregate Base Course
8. Asphalt Pavement
The scope of work that is eurrently being considered is estimated to cost $ 305,693.40,
which ineludes the following:
i. Ditch Re-Construction (As Needed)
2. Roadway Re-Construetion (As Needed)
3. Culve~t Repiacemenf (As Necded)
4. Preparation of Existing Surfaces
5. Crushed Aggregate Base Course
6. Asphalt Paveinent. ~
The Administration recommends properties located at 505, 506, 507, 508, 601 Japonski
Drive and T6N, Rl1 W, 534, Government I,ot 35 be added to the LID. The
administrarion also reco~nmends that improving Japonski Drive be ineluded n1 the LID.
When LID's are undertaken it is in the best interest of the City to upgrade/pave entire
areas so that maintenance of gravei roadways can be eliminaYed.
Attached please find a spreadsheet titled "Aliak/MeCollum/Japonsld LID, Calculat~ion of
Assessment Methodologies". The first page of the spreadsheet provides all of the data
that was used in generating diffenng methods of L1D assessments. Pages two and three
identify costs associated with the following assessment methodolo~ies:
1. Per Lot. A calculation dividing fl1e estimated cost of nnprovements by the
number of properties inchided in the LID
2. Square Footage. A calculation dividing the estimated cost of improvements by
the total square footage ofpropeities, and assessin~ each property by it's pro-
rata share.
3. KPB Property Assessment. A calculation dividing the estimated cost of
improvements by the fotal KPB property assessment, and assessing eacla
property by iY s pro-rata share.
4. TronY Footage. A caleulation dividii~g the estimated cosf of im~provements by
the total length of property fronta~e to the roadway improvEments, and
~ assessin~ each property by it's pro-rata share.
There are specific individual exceptions Yo the above identified by asterisks Iocated by
property owners names, and explained at the bottom ofpage one of the attached
spreacisheet.
The third page of the spreadsheet also identif es the estimated individual property
assessment under the previous LID, and The adminisCration recommended method of LID
assessment. The administrations recommendation is to assess the properEies in the LID
based fifly percent (50%) on property square footage, and fifty percent (50%) on front
footage. We believe this provides the fairest method of identifying the benefit and utility
of the improvements to the property owners.
As you can see Che reduction in the scope of wark, and inclusion of additional properties
generally results in a lower estimated assessments.
