CITY OF KENAI
RESOLUTION NO. 2007-55
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, DESIGNATING
THE STATE OF ALASKA, DEPARTMENT OF ENVIRONMENTAL CONSERVATION
(ADEC) GRANT FUNDS FOR THE PROJECT ENTITLED "CITY OF KENAI NEW
MUNICIPAL WATER SYSTEM PRODUCTION WELLS, ARSENIC REMOVAL
EQUIPMENT, A TRANSMISSION MAIN, AND RELATED IMPROVEMENTS", AS THE
NUMBER ONE LOCAL STATE FUNDING PRIORITY FOR FISCAL YEAR 2009.
WHEREAS, the City of Kenai's water system production wells produce water with
arsenic levels that exceed the EPA water quality standards; and,
WHEREAS, the City of Kenai is operating its municipal water system under a variance
granted by ADEC requiring compliance with EPA water quality standards within three
years; and,
WHEREAS, an exhaustive survey of existing wells and several exploratory wells has
been accomplished to find water meeting the EPA water quality standards in quantities
necessary for the municipal water system; and,
WHEREAS, the City has been unsuccessful in finding a useable source of water
meeting the EPA water quality standards; and,
WHEREAS, the ADEC has acknowledged the public health protection needs identified
in this project; and,
WHEREAS, it has been determined the City must construct two new municipal
production wells and construct treatment facilities to remove arsenic from the
municipal water supply; and,
WHEREAS, this construction will also include the construction of a new water
transmission main to connect the new water production facility to the existing water
distribution grid.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, the City of Kenai requests funding through the Alaska Department of
Environmental Conservation SFY 09 Capital Municipal Matching Grant Program for the
construction of new municipal water system production wells, arsenic removal
equipment, a transmission main, and related improvements.
