A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, APPROVING A
CONTRACT TO HATTENBURG DILLEY 8v LINNELL, LLC (HDL) FOR ENGINEERING
DESIGN SERVICES FOR THE PROJECT ENTITLED MARATHON ROAD
IMPROVEMENTS FOR THE NOT-TO-EXCEED AMOUNT OF $164,856.
WHEREAS, proposals were received on July 20, 2007, from HDL, Wm. J. Nelson &
Associates, and Wince-Corthell-Bryson; and,
WHEREAS, each firm was ranked for experience, approach, and methodology by the
City Administration; and,
WHEREAS, HDL's proposal received the highest score for the Marathon Road
Improvements Project and award to this bidder would be in the best interest of the
City; and,
WHEREAS, the recommendation from the City Administration is to award the contract
to HDL for the not-to-exceed amount of $164,856; and,
WHEREAS, sufficient monies are appropriated.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, that the contract for engineering design services for the project entitled
Marathon Road Improvements be awarded to HDL for the not-to-exceed amount of
$164,856.

SUBJECT: Marathon Road Improvements
The purpose of this correspondence is to recommend approval of the resolution to enter
into a professional services agreement with Hattenburg, Dilley & Linnell (HDL), in the
amount of $ 164,856 for design services for improvements to Maa-athon Road, Willow
Street, and MEA Access, and constriction of Baron Park Drive.
'T'his project will provide alternate access from Marathon Road to Airport Way as well as
extend water and sewer utilities north on Marathon Road. Pedestrian Improvements will
also be included in the scope of work.
A Request for Proposals (RFP) for this work was issued and proposals were due on .iuly
20, 2007. The selection committee selected HDL as the highest ranked proposer for the
Marathon Road project and negotiations ensued to establish the scope and fee.
