WHEREAS, the Council of the City of Kenai has determined that approving a contract to this vendor will be in the best interest of the City. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, THAT THE VINTAGE POINTE MANOR CARETAKER CONTRACT BE AWARDED TO PLEEZER ENTERPRISE, FOR $2,000/MONTH, FOR THE PERIOD OF OCTOBER 1, 2007 THROUGH JUNE 30, 2008. PASSED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, this 7th day of November 2007. PATRICIA PORTER, MAYOR AT/TEST: y Corene Hall, Deputy City Clerk Approved by Finance:L~-"r' RC/kh MEM012ANDUM To: Rick Koch, City Manager From: Larry Semmens, Finance Director Date: November 1, 2007 Subject: Vintage Pointe Caretaker Contract At the October 17, 2007 council meeting the City Council i°emoved a purchase order from the approval list and asked For a resolution approving the award of a contract for caretaker services at Vintage Pointe Manor in keeping with the process that has been done in the past. The reason this matter was included as a purchase order rather than a resolution is because the process for obtaining the contract was different than in prior years. Normally the administration only brings resolutions for contract award if a formal bid process is used.. The formal bid process is only needed for awards in excess of X25,000. A request for proposal was solicited as we have done in the past, but no proposals were received. A second attempt to find a contractor was made by placing an advertisement in the newspaper. This extended process put us right up against the depat-ture date of the prior contractor and it was important to have a new contractor in place as soon as possible. Four interested parties responded. Each party was interviewed and Pleezers Enterprise was selected to be the contractor at $2,000 per month, T`he contract period is to run from October 1, 2007 to June 30, 2008. Since the process to obtain the contractor was not a formal bid process and given the fact that the amotmt of the contract was Less than the amount that requires the formal bid process, the administration forwarded a purchase order to council rather than a resolution. The resolution in the packet is essentially ratifying action that the administration has already taken due to the need to have the contractor in place. Although the matter clearly could he done by approval of an $18,000 purchase order, we are including this resolution at the request of the Council.
