ORDINANCE NO. 2615 -2012
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING
ESTIMATED REVENUES AND APPROPRIATIONS IN THE GENERAL FUND AND
CONGREGATE HOUSING ENTERPRISE FUND FOR INSURANCE PROCEEDS AND
FEDERAL /STATE EMERGENCY MANAGEMENT FUNDS FOR THE REPAIR OF CITY
FACILITIES DAMAGED DURING THE SEVERE WINTER STORM ON NOVEMBER 16,
2011.
WHEREAS, the President has declared a federal disaster as a result of severe winter
storms that impacted the City on November 16, 2011; and,
WHEREAS, this declaration makes funding available to reimburse the City for funds
expended in response to the event as well as funds to restore City facilities to pre -
disaster conditions; and,
WHEREAS, federal and state emergency management funds are available for costs not
eligible for coverage under the City's property insurance policy; and,
WHEREAS, the City's property coverage carries a 525,000 deductible resulting in
federal and state emergency management funds reimbursing the City for its deductible
and insurance funds paying for the remaining permanent repairs to City Hall and
Vintage Pointe which sustained water damage due to frozen and broken pipes; and,
WHEREAS, federal /state emergency management funds will reimburse the City for
responding to other damages caused by the storm to include downed trees and
providing emergency power to critical City infrastructure.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, that estimated revenues and appropriations be increased as follows:

A severe winter storm which occurred November 15 -17, 2011 resulted frozen and burst pipes at
the City's City Hall and Vintage Pointe facilities. Subsequently the President has declared this
storm a national disaster making available funds to assist the City in repairing the facilities and to
recover funds expended responding to the disaster.
Primary response of City personnel was to remove downed trees and debris from high winds,
supply temporary power to critical facilities during, and respond to burst pipes in buildings
without power.
Federal and State emergency management funds are supplemental to any insurance proceeds of
the City and are available to cover the City's deductible for damages at City Hall and Vintage
Pointe, The remaining repairs will be paid by Alaska Public Entity Insurance, the City insurance
carrier.
