ORDINANCE NO. 2616 -2012
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING
ESTIMATED REVENUES AND APPROPRIATIONS IN THE AIRPORT AND AIRPORT
IMPROVEMENT CAPITAL PROJECT FUND FOR THE OBSTRUCTION TREE REMOVAL
PROJECT.
WHEREAS, the City received a letter of correction from the Federal Aviation
Administration (FAA) indicating trees on the southwest side of runway 1L/ 19R pose an
aviation hazard and should be removed; and,
WHEREAS, the City is conducting an environmental assessment of the project that
includes significant public involvement; and,
WHEREAS, the City has untiil September 30, 2012 to complete the project; and,
WHEREAS, in order to move forward the tree obstruction clearing plans and bid
documents must be prepared; and,
WHEREAS, the FAA has indicated the entire project, including the S23,140 for the
preparation of the tree obstruction clearing plans and bid documents, will be eligible
for reimbursement at 97.50% once available (95% FAA and 2.5% State of Alaska
Department of Transportation). Until grant funds are available the Airport Fund will
need to provide funding for the project
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, that estimated revenues and appropriations be increased as follows:

Subject: Scope of Work 8 Proposal — Tree Obstruction Removal Project
The Airport is requesting appropriation of $23,140 for the preparation of the Obstruction Tree
Removal Project clearing plans and bid documents.
A Letter of Correction was received October 5, 2009 after a certification inspection asking this
issue be corrected by December 30, 2011:
"Trees on the southwest side of the runway 1L/19R penetrate the imaginary surface of
FAR Part 77 and are a potential hazard to aviation. These trees should be identified and
removed ".
This project required an Environmental Assessment (EA) with public involvement. Due to the
length of this process and the Migratory Bird Act which prohibits clearing between May 1 and July
15, I requested and received approval to push back the correction date to September 30, 2012.
I recommend proceeding with this process in anticipation of the EA final and grant funds. The
FAA has programmed development funds for the obstruction removal and will reimburse 95% of
the project cost back to the Airport when the development grant funds are available.
Attached for review and approval is Wince - Corthell - Bryson's scope of work with budget estimate.

Project development will detail clearing; topping and cleanup standards for the various areas
identified in the scoping process and edit the existing clearing plan exhibits accordingly.
Equiprrlent staging and log decking areas will be identified and sl;tuwn on the plans. Cutting,
topping, cleanup and flrial surface conditioning standards will be prepared that cleatly set forth
the requirements for the contract logger to follow. A preliminary slaking plan will he provided
to show the kidders the guidance that will he provided to accurately identify y and remove or top

WCB will provide full time inspection for the first few days of clearing, gradually declining to
part time (2 -4 hours /day) as the contractor demonstrates a firm understanding of the stal
cutting and cleanup standards required. WCB will provide survey stakes not exceeding a
foot grid identifying the ground and avigation cut elevation to guide the cutting and /or topping of
trees. Additional stakes will be provided where required to check and complete the work,
