CITY OF KENAI
ORDINANCE NO. 2713 -2013 (SUBSTITUTE)
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING
GENERAL FUND ESTIMATED REVENUES AND APPROPRIATIONS BY $270,494 AND
THE VINTAGE POINTE CAPITAL PROJECT FUND ESTIMATED REVENUES AND
APPROPRIATIONS BY $112,044 FOR THE INSTALLATION OF NEW SIDING ON THE
KENAI SENIOR CENTER.
WHEREAS, the FY13 General Fund Budget included $40,000 for the installation of
siding on the Kenai Senior Center; and,
WHEREAS, due to unforeseen delays in design and bidding of the project, $37,100 was
unspent and the available budget lapsed at June 30, 2013; and,
WHEREAS, the current estimate for the project is $161,350 with bid opening scheduled
for July 10th and Council award to be requested at the July 17th Council meeting; and,
WHEREAS, the Vintage Pointe Capital Project Fund had approximately $222,000
available for the project at June 30, 2013 but the current project estimate is
approximately $344,000 requiring supplemental funding; and,
WHEREAS, $112,044 of funds transfer from the Vintage Pointe Enterprise fund has
been maintained in the General Fund as assigned for senior projects; and,
WHEREAS, it is proper to use the $112,044 that originated from the Vintage Pointe
Enterprise Fund to fund the siding project for the Vintage Pointe facility; and,
WHEREAS, installation of new siding is projected to significantly reduce the future
maintenance cost of the facility; and,
WHEREAS, maintaining City facilities in good condition and efforts to reduce future
maintenance costs are in the best interest of the City and its residents.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA:

SUBJECT: Substitute Ordinance 2713 -2013 increasing appropriations for the
Vintage Point and Kenai Senior Center Exterior Renovation
Rick,
The engineers estimate to perform this work was based on the architect's assumption
that there was a weather barrier installed under the existing siding. As soon as I was
made aware of this assumption I investigated and confirmed in several locations at
Vintage Pointe and the Senior Center that there is not an existing weather barrier. The
weather barrier is required to meet the siding manufacturer's installation requirements to
be eligible for a warranty. The addition of the weather barrier to the plans and
specifications resulted in bids that exceeded the engineer's estimate and subsequently
require the additional appropriation of funds above and beyond what was requested in
the original Ordinance 2713 -2013.

SUBJECT: Ordinance 2713 -2013 appropriating money for Senior Center
Siding Construction.
Rick,
The $40,000 appropriated in the Buildings budget for the Senior Center portion of the
siding project will lapse June 30. Based on the recently completed design that was
unavailable at the time of the FY13 appropriation, I estimate it will require $62,100
(estimated $65,000 less $2,900 already spent on design) to complete this work.
