CITY OF KENAI
RESOLUTION NO. 2011 -66
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ADOPTING A
STREET NAME FOR AN UNNAMED STREET.
WHEREAS, Section 14.15.140 of the Kenai Code authorizes the Council of the City of
Kenai to name and rename streets; and.
WHEREAS, Section 14.15.020 of the Kenai Code provides a base line for numbering
parcels; and,
WHEREAS, Buccaneer Alaska Operations, LLC plans to place a drilling rig on a parcel
located on an unnamed street; and,
WHEREAS, an address for the site is required so that in the case of an emergency the
site can be located by emergency responders; and,
WHEREAS, the Planning & Zoning Administration is responsible for addressing all
parcels within the City of Kenai; and,
WHEREAS, to address the site requires naming of the street; and,
WHEREAS, both City of Kenai and Kenai Peninsula Borough code recommends the
continuation or projection of streets; and,
WHEREAS, this section line if continued would align with Redoubt Avenue; and,
WHEREAS, topography and the location of the Kenai Municipal Airport will restrict
development of Redoubt Avenue so it could never connect to this portion of the section
line; and,
WHEREAS, Fredrick Pearson became a resident of the State of Alaska in 1952 or
1953; and,
WHEREAS, Mr. Pearson in the late 50's built an access road which is now known as
Highbush Lane to his property which is located along this unnamed section line; and,
WHEREAS, Mr. Pearson received a patent for his property as a homestead in 1965;
and,
WHEREAS, the Planning & Zoning Commission held a public hearing on July 27,
2011 and recommends the following street name:

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, that the official street name, as noted above, be adopted by the City of Kenai.

SUBJECT: Resolution 2011 -66 - Street Name Recommendation
At their meeting on July 27th, the Planning & Zoning Commission passed Resolution
PZ11 -24 recommending a street name for an unnamed section line. Assigning street
names is typically done through the platting process, with recommendations to the
Kenai Peninsula Borough. However, there is no platting process going forward. The
area affected is the location for the new drilling site for Buccaneer Alaska Operations,
LLC, and a street name is necessary to provide addressing for E911 purposes.
1992
The street name "East Redoubt" was Administration's recommendation for the naming
of this section line since Kenai Municipal Code 14.15.020 and the Kenai Peninsula
Borough code recommend the continuation or projection of streets. The name "East
Redoubt" would reflect a continuation of the rest of the section line west of the airport
known as Redoubt Avenue. The Commission did not agree with the naming of the
street as "East Redoubt" and instead unanimously recommends that the official name of
the section line be "Pearson Avenue."
The Commission reasoned that because Redoubt Avenue is located to the west of the
Kenai Municipal Airport, and because this portion of the section line at the Buccaneer
site could never connect to Redoubt Avenue as a result, the naming conventions in the
City's and Borough's codes did not strictly apply. The Commission preferred to honor
long -time resident Fredrick Pearson by making this recommendation.
Carrie Henson, E911 Addressing Officer for the Kenai Peninsula Borough says Pearson
Avenue is an approved name and it meets NENA standards (National Emergency
Numbering Association).
