HomeMy WebLinkAboutResolution No. 2012-18the «ryCI NENA SNA Suggested by: Councilor Molloy Councilor Gabriel Administration CITY OF KENAI RESOLUTION NO. 2012 -18 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AMENDING ITS COMPREHENSIVE SCHEDULE OF RATES, CHARGES, AND FEES "PARKS AND RECREATION FEES" TO INCLUDE A SENIOR DISCOUNT FOR BOAT LAUNCH AND PARKING FEES AT THE CITY DOCK WHEREAS, the City has been approached by individuals and organizations about providing a senior discount boat launch and parking at the City Dock; and, WHEREAS, an individual 60 years of age or older is a senior citizen; and, WHEREAS, the City recognizes the benefit of a discount or elimination of certain of fees for senior citizens; and, WHEREAS, the City desires to promote activities for Alaska's growing senior population; and, Whereas, the elimination of boat launch and boat launch parking fees for seniors, except for the period of the Personal Use Fishery (usually July 10 -31), will not result in a significant decrease in City revenues. The effect of the resolution is to amend the City of Kenai's Schedule of Rates, Charges, and Fees to eliminate boat launch and boat launch parking fees for senior citizens (60 years of age and older) at the Kenai City Dock, from August 15t through July 9th, This applies to all senior citizens, regardless of residency. Fees would not be eliminated during the period of the personal use fishery. Thank you for your attention in this matter. Discussion -- Senior Discounts at the Boat Launch Ramp. The Commission took action and agreed by unanimous consent on a motion to the City Council to recommend approval of the Senior Discount, contingent upon amending the dates in the "Parks and Recreation Fees" section to correspond with the dates in the language of the proposed Resolution 2012 -18. Box 375 Kenai, Alt 99611 Jan. 24, 2012 As you know Kenai Area Fisherman's Coalition (KAFC) represents private anglers in our area. In recent years it has become more difficult for some of our area seniors, on a fixed income, to make ends meet because of increased costs of living, With the increased costs of gasoline, outboard oil and boat launch fees their ability to participate in local fisheries is one of the areas they have had to cut back on. We fully appreciate why the City of Kenai felt they had to raise their boat launch fees to offset. "penes incurred by the PU fishery, however, having the $20.00 in affect for the entire year has had limiting ects on local seniors that would like to participate in the early King season and the fall Coho fishery. We would appreciate it if the council would consider a fee reduction to $10.00 for senior citizens 60 years and older throughout the year except for the PU season July 10 thru the end of the PU season (generally July 31). We understand that there may be other options for consideration but we have chosen this particular one because it does not discriminate between resident and non - resident or a local area option that may be difficult to administer. By virtue of the time periods involved most participants would be local area residents anyway. We chose the 60 year definition simply because the State of Alaska issues a permanent license at this age so it would be easy to verify. Additionally, this option does not require any additional administrative costs except for signage and deposit envelope changes. This fee would also parallel the $11.00 fee that the City of Soldotna charges everyone that launches at Centennial Park. We would be glad to attend both the Harbor Commission meeting and the City Council meeting where this might be discussed to answer an y questions that may arise.
