WHEREAS, the following bids were received on September 11, 2012; BIDDER Base Bid Add Alter. 1 Add Alter. 2 Add Alter. 3 Peninsula Construction, Inc. $46,000 $2,000 $9,000 $15,300 Engineer's Estimate $25,000 and, WHEREAS, the bid is significantly in excess of the engineer's estimate and available funds; and, WHEREAS, the City Administration will re -bid the project if sufficient funds are available; and, WHEREAS, the recommendation from City Administration is to reject all bids. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that all bids for the project entitled Kenai Boating Facility Launch Ramp Floats 2012 be rejected. One bid was received for this project. Peninsula Construction submitted a base bid of $46,000. This is significantly higher than the estimated $25,000 cost to replace 4 floats. Peninsula Construction provided pricing for the following additive alternates. Additive Alternate 1 - Replace galvanized hardware with stainless steel - $2,000. Add Alt 2 - Relocate 3 piles - $9,000. Add Alt 3 - Furnish and Install 3 new piles and remove 3 piles - $15,300. I contacted the other 2 contractors who attended the pre -bid conference but did not submit a bid. One contractor indicated that they declined to bid because they knew their price would be more than twice the estimated cost. The other declined to bid because they are too busy with larger projects. I discussed the design of the floats with Peninsula Construction to determine if there was any value engineering that might bring the cost down. They do not think there is a cheaper way to build them. However, the price per float may be reduced by saving on shipping materials if we replace more than 4 at once. I recommend that all bids be rejected. If sufficient funds can be identified to replace all floats in one project I recommend re- bidding. There are 11 floats on the launch ramp and 10 floats on the front of the dock. I estimate replacing all 21 floats and resetting piling to their correct locations will cost approximately $225,000.
