MINUTES
A. CALL TO ORDER
A Regular Meeting of the Kenai City Council was held on July 17, 2013, in City Hall
Council Chambers, Kenai, AK. Mayor Porter called the meeting to order at 7:00 p.m.
1. Pledge of Allegiance
Mayor Porter led those assembled in the Pledge of Allegiance.
2. Roll Call
There were present:
Pat Porter, Mayor
Robert Molloy
Terry Bookey
Mike Boyle
comprising a quorum of the Council.
Also in attendance were:
Rick Koch, City Manager
Scott Bloom, City Attorney
Sandra Modigh, City Clerk
Corene Hall, Deputy City Clerk
3. Agenda Approval

Mayor Porter requested the following addition to the packet:

MOTION:
Council Member Gabriel MOVED to approve the agenda and requested UNANIMOUS
CONSENT. Vice Mayor Marquis SECONDED the motion.
4. Consent Agenda
MOTION:
Council Member Bookey MOVED to approve the consent agenda and requested
UNANIMOUS CONSENT. Vice Mayor Marquis SECONDED the motion.
Mayor Porter opened the floor for public comment, there being none public comment
was closed.
VOTE: There being no objections, SO ORDERED.
`All items listed with an asterisk (") are considered to be routine and non-
controversial by the council and will be approved by one motion. There will be no
separate discussion of these items unless a council member so requests, in
which case the item will be removed from the consent agenda and considered in
its normal sequence on the agenda as part of the General Orders.
B. SCHEDULED PUBLIC COMMENTS — None.
C. UNSCHEDULED PUBLIC COMMENTS
Kierra Stroh, 35633 Baranof Street — Ms. Stroh and other members of ROC the Kenai
addressed Council and provided a presentation on the group's efforts during this year's
personal use fishery.
D. PUBLIC HEARINGS
Ordinance No. 2712 -2013 — Amending the Official Kenai Zoning Map by
Rezoning Tract A, Killen Estates, Richmond Addition from a Split Zone Rural
Residential (RR) and Suburban Residential (RS) to Rural Residential (RR) Only.
MOTION:
Council Member Bookey MOVED to enact Ordinance No. 2712 -2013, Amending the
Official Kenai Zoning Map by Rezoning Tract A, Killen Estates, Richmond Addition from
a Split Zone Rural Residential (RR) and Suburban Residential (RS) to Rural Residential
(RR) Only. Vice Mayor Marquis SECONDED the motion.
Mayor Porter opened the public hearing, there being no one wishing to speak public
hearing was closed.
VOTE:
YEA: Porter, Boyle, Bookey, Gabriel, Marquis, Molloy, Navarre
NAY:
MOTION PASSED UNANIMOUSLY.

2. Ordinance No. 2713 -2013 — Increasing General Fund Estimated Revenues and
Appropriations by $62,100 for the Installation of New Siding on the Kenai Senior
Center.
• Substitute Ordinance No. 2713 -2013 — Increasing General Fund
Estimated Revenues and Appropriations by $270,494 and the Vintage
Pointe Capital Project Fund Estimated Revenues and Appropriations by
$112,044 for the Installation of New Siding on the Kenai Senior Center.
MOTION:
Council Member Molloy MOVED to enact Ordinance No. 2713 -2013, Increasing General
Fund Estimated Revenues and Appropriations by $62,100 for the Installation of New
Siding on the Kenai Senior Center. Vice Mayor Marquis SECONDED the motion.
Mayor Porter opened the public hearing, there being no one wishing to speak public
hearing was closed.
MOTION TO AMEND:
Council Member Molloy MOVED to amend by substitution and Vice Mayor Marquis
SECONDED the motion.
VOTE ON AMENDMENT:
YEA: Boyle, Bookey, Gabriel, Marquis, Molloy, Navarre, Porter
NAY:
AMENDMENT PASSED UNANIMOUSLY.
VOTE ON MAIN MOTION AS AMENDED:
YEA: Bookey, Gabriel, Marquis, Molloy, Navarre, Porter
NAY: Boyle
MOTION PASSED.
3. Resolution No. 2013 -57 — Awarding a Contract for the Construction of Vintage
Pointe & Kenai Senior Center Exterior Renovation.
MOTION:
Council Member Bookey MOVED to adopt Resolution No. 2013 -57, Awarding a Contract
for the Construction of Vintage Pointe & Kenai Senior Center Exterior Renovation and
requested UNANIMOUS CONSENT. Vice Mayor Marquis SECONDED the motion.
Mayor Porter opened the public hearing, there being no one wishing to speak public
hearing was closed.
VOTE: There being no objections, SO ORDERED.

Minutes were approved by the consent agenda.

G. NEW BUSINESS
1. Action /Approval — Bills to be Ratified
MOTION:
Council Member Bookey MOVED to ratify the bills and requested UNANIMOUS
CONSENT. Vice Mayor Marquis SECONDED the motion.
VOTE: There being no objections, SO ORDERED.
2. Action /Approval — Purchase Orders Exceeding $15,000
MOTION:
Council Member Bookey MOVED to approve purchase orders exceeding $15,000 and
requested UNANIMOUS CONSENT. Vice Mayor Marquis SECONDED the motion.
VOTE: There being no objections, SO ORDERED.
3. *Action /Approval — Approving City Manager FY2014 Compensation to Include a
2% Cost of Living Allowance Increase Plus a 2% Non Salary Bonus to be
Retroactive as of July 1, 2013.
Item was approved by the consent agenda.
4. *Action /Approval — Approving City Attorney FY2014 Compensation to Include a
2% Cost of Living Allowance Increase Plus a 2% Merit Increase to be Retroactive
as of July 1, 2013.
Item was approved by the consent agenda.

6. *Ordinance No. 2714 -2013 — Increasing General Fund Estimated Revenues and
Appropriations by $8,366 in the General Fund Parks, Recreation, and
Beautification Department for an Amendment to the Grant from the State of
City of Kenai Council Meeting Minutes Page 4 of 6

Alaska Department of Environmental Conservation for Bacteria Level Monitoring
on the City's Beaches During the 2012 Personal Use Fishery.
Ordinance No. 2714 -2013 was introduced by the consent agenda and public hearing
scheduled on August 7, 2013.
7. *Ordinance No. 2715 -2013 — Increasing General Fund Estimated Revenues and
Appropriations by $80,695 in the General Fund City Manager and Parks
Departments for the Receipt of a Grant from the State of Alaska Department of
Environmental Conservation for Bacteria Level Monitoring on the City's Beaches
During the 2013 Personal Use Fishery.
Ordinance No. 2715 -2013 was introduced by the consent agenda and public hearing
scheduled on August 7, 2013.

1. Council on Aging — Vice Mayor Marquis reported the July meeting was cancelled.
2. Airport Commission — Council Member Gabriel reported minutes of the last
meeting were in the packet.
3. Harbor Commission — Council Member Molloy reported on the July 8 meeting,
which focused on preparations for the personal use fishery.
4. Library Commission — Council Member Boyle had no report.
5. Parks and Recreation Commission — Council Member Bookey had no report.
6. Planning and Zoning Commission — Council Member Navarre reported on the
July 10 meeting.
7. Beautification Committee — Mayor Porter had no report.
8. Mini -Grant Steering Committee — Mayor Porter had no report.
I. REPORT OF THE MAYOR
Mayor Porter reported the following
• Participated in the July 4 parade.
• Hosted Coffee with the Mayor.
• Presented at the Dedication of the Radiology Center at Central Peninsula
Hospital.
• Hosted Cupcakes with the Mayor at Kenai Senior Center.
• Would be attending the August 17 dedication of the playground at
Municipal Park.
• Attended Frank Getty's funeral service.
• Requested the Planning and Zoning Commission address the storefront
program and transitional housing.

J. ADMINISTRATION REPORTS
• City Manager — Koch reported on the following:
• The current personal use fishery, thanking IT Manager Dan Castimore for
his work on hardware and software, credit card acceptance and electricity
installation.
• Meeks Trail repairs have been completed.
• Requested Council pass a resolution requesting the Department of
Transportation move forward with the 20 million dollar road bond.
• He would have Jury Duty in August.
• If the Personal Use Fishery moved to 24 hours, he had the authority to
close the beach for clean up and maintenance due to health and safety
issues.
• City Attorney — Bloom had no report.
• City Clerk — Modigh reported the candidate filing period would be August 1
through 15, with two council seats and the mayoral seat vacant.
K. ADDITIONAL PUBLIC COMMENT
1. Citizens Comments — None.
2. Council Comments
Council Member Molloy thanked Administration on their preparations for the personal
use fishery and thanked the public for their part in following the rules.
Council Member Navarre noted Porter's work on the upcoming National Guard event.
