Chair Knackstedt requested Item 5 -b: Master Plan Phase II be added to the agenda.

Rates and Fees for Operations off Apron
Airport Manager Bondurant reported on rates for the five current special use permits and noted
she would have a draft fee schedule for the commission's review by the October meeting.
b. Master Plan Phase II
Knackstedt reported on what Phase II covered and expressed concern about the delay in
completion; requesting a monthly update from Administration.
6. NEW BUSINESS
a. 2013 -2014 Goals and Objectives
Bondurant reviewed the status of 2012 -2013 goals and objectives and general discussion
occurred.
b. Letter Supporting Contract Tower Program
Bondurant reviewed requests for a letter to be drafted in support of contract towers.
MOTION:
Commissioner McClure MOVED to approve sending a letter of support of contract towers to
congressional representatives and Commissioner Roser SECONDED the motion. There were
no objections. SO ORDERED.

b. Airport Manager — Bondurant reported working on an RFP for a restaurant as
well as putting snow plowing contract out to bid.
C. City Council Liaison — Council Member Gabriel reviewed past council meetings.

Commissioner Feeken requested an excused absence from the September 12 meeting.

Knackstedt reported Gage's Tree Service is doing a great job with the tree removal project.

GENERAL AIRPORT INFORMATION
The Kenai Airport has a precision instrument
approach on Runway 19R and a non - precision
instrument approach on Runway OIL. There is a
float plane basin with a separate taxi lane and tie
down area. Fuel is available 24 hours a day. Transit
parking is available for wheeled, float and ski planes.
Envelopes and deposit slot for payment are provided
in the registration building.
Fly -in camp sites are available at the float plane basin
and gravel runway apron, as well as automated fuel
(100LL and Jet A) service with Visa or MasterCard.
Era Aviation and Grant Aviation provide scheduled
passenger service to the Kenai Peninsula. Charter
service is also available at the airport.
The Regional Automated Flight Service Station is
located in Kenai and is open 24 hours a day. Kenai
Airport has a restaurant and bar, car rentals, a
travel agent, real estate agents and taxis. Hotel
accommodations are located nearby.

WHEELED AIRCRAFT FACILITIES
Transient and long term aircraft parking is available.
Daily fee depends on weight of aircraft. Payment is
due before departing. Five (S) day maximum parking
permitted in transient area unless special arrangements
are made at the Airport Manager's office.
Monthly and yearly parking is available. A long term
aircraft tie -down permit must be completed and
returned with the 1st months tie -down fee to the
Airport Manager's office. Electrical service is available
on some sites.

FLOAT PLANE FACILITIES
The Kenai float plane facility offers 25 long -term tie -
down slips, 10 itinerant slips, accommodating aircraft
with up to a 48 -foot wing span in private slips and a
65 -foot wing span in commercial slips.
The landing and takeoff water runway is 4,653 feet
long and 250 feet wide. There is vehicle access to the
facility via Float Plane Road off First Street.
Upon arrival, pilots must register for parking.
Envelopes and payment box are provided in the
registration building.
There is a transition ramp and paved apron for those
who wish to convert from floats to skis or wheels.
There is a fuel facility with fuel available 24 hours via
a credit card. Camping spots are also available.

NOISE ABATEMENT PRO CED URES
Revised September 6, 2000
The following procedures are in effect to promote a
good neighbor policy between the users of the Kenai
Municipal Airport and the residents of Kenai. This
program is published as voluntary in nature, however,
it is expected that companies and individual pilots
operating at this facility will make every effort to
follow these procedures.
These procedures are directed at large, heavy and jet
aircraft performing training maneuvers and do not
override procedures for aircraft on an IFR flight plan.
Unless otherwise instructed by Air Traffic Control, the
following voluntary noise abatement procedures are
in effect at Kenai.
1. Training flights for large, heavy and jet aircraft will
be prohibited from 2200 Local until 0700 Local.
2. At the discretion of ATC (Air Traffic Control) and
when traffic, wind, and other conditions allow,
aircraft will land runway 19R and depart 01L.
3. These procedures are written assuming a right traffic
pattern on 01L. If conditions do not allow for this
or other noise abatement procedures to be followed.
ATC will restrict aircraft to one operation and request
they depart the airspace until such time as there
is a reasonable expectation that noise abatement
procedures can be adhered to.

4. Large, heavy and jet aircraft will strictly comply with
the 1600 MSL visual pattern altitude.
• Visual patterns using Runway 19R: Aircraft on
departure will not turn crosswind until at least
1000 MSL and 1/z mile past the shoreline. A wide
pattern will be flown west of the prison.
• Visual pattern on Runway 01L: Fly a wider than
normal pattern, remain west of prison. Initiate
turn to base 1/z mile past the shoreline over the
water.
5. Large, heavy and jet aircraft circling from a published
approach under VFR will do so at 1000 AGL or
higher. Aircraft will circle west and initiate circle so
as to avoid housing areas west and southwest of the
airport.
• Circle to Runway 19R: Initiate circle over water
at least 1/z mile from the shoreline. Fly a wider
than normal pattern and remain west of the
prison.
• Circle to Runway 011: Fly a wider than normal
pattern, remain just west of the prison. Initiate
turn to base at least 1/z mile past the shoreline
over the water.
6. No tactical (extreme low level) type approaches are
permitted on OIL.
7. All companies desiring to conduct training activities
involving large, heavy or jet aircraft at the Kenai
Municipal Airport will provide the Airport Manager
with a contact phone number for noise complaints.
It is expected that all pilots operating at this facility will
demonstrate regard for the neighboring community
and conduct their operations accordingly.

Municipal Airport
Airport Improvement Program:
Master Plan — The Phase II report containing Facilities Requirements, Alternatives,
and Environmental Conditions is under review by the Technical Advisory Committee,
Aeronautical Survey for GIS Mapping Project - Project is moving forward and the FAA
has requested the grant application.
Tree Obstruction Clearing Project: The project is moving ahead and on schedule.
Airfield Marking — Plans and specs are complete. The project will be advertised with a
scheduled bid opening of September 10tH
In- house:
New Airmarking — The Matsu Valley
Chapter 99s and the Alaska Chapter of the
99s consisting of Patty Livingston, Jim
Woodley, Sarah Downing, Toni Merrigan
Jay Laxson, Denise Saigh, Jackie Bock, &
Petra Illig again donated their time and
painted the KENAI sign on the apron.
Thank for a job well done!
Airport Concession Opportunities: The airport cafe lease expires on December 31,
2013. City and Airport administration are working on the Request for Proposal and will
advertise the concession opportunity soon.
Snow Plowing Contract: Invitation to Bids will be solicited In September for snow
plowing at the Kenai Airport Terminal Building and various vehicle parking lots.
Training: There are upcoming changes to the NOTAM Manager as a result of a new
FAA order scheduled for implementation on August 22, 2013. There are multiple
changes but some significant changes are: putting an effective and expiration time on
all NOTAMs, every field condition report must have the time the conditions were
observed and reporting field conditions with contaminants. A training session with
airport, Kenai Fire, Tower, and flight service personnel will be held in the airport
conference room at 1lam, on Wednesday, August 21St

the vehicle parking lots at the terminal, Kenai Flight Service Station, Alaska Fire
Training Facility, and the F.B.O. lot behind Kenai Aviation.
Recruiting Temporary Equipment Operators - The Airport is advertising from
September 8th through the 23rd for temporary equipment operators for the 2013 -2014
winter seasons. Each year the airport attempts to establish a call -out list to provide
additional manpower during heavy snow falls.
