Suggested by: Mayor Pat Porter CITY OF KENAI RESOLUTION NO. 2013 -67 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, SUPPORTING THE SELECTION OF THE NIKISKI AREA FOR THE PROPOSED ALASKA LNG PROJECT'S NATURAL GAS LIQUEFACTION PLANT AND TERMINAL BY EXXONMOBIL, BP, CONOCOPHILLIPS AND TRANSCANADA. WHEREAS, over twenty locations were evaluated based on conditions related to the environment, socioeconomics, cost, and other project and technical issues; and, WHEREAS, the Nikiski site also results in a pipeline route from the North Slope that provides an access opportunity to natural gas by the major population centers in Fairbanks, Matanuska - Susitna Valley, Anchorage, and the Kenai Peninsula; and, WHEREAS, a number of engineering, technical, regulatory, fiscal, commercial, and permitting issues still need to be resolved as work on the $45 -$65 billion project progresses; and, WHEREAS, the companies are continuing to refine the project concept which includes a gas treatment facility on the North Slope, an 800 -mile, 42 -inch pipeline with up to eight compression stations and at least five take -off points for in -state gas delivery, and a liquefaction plant and terminal; and, WHEREAS, the companies are committed to working with the state to responsibly develop North Slope Resources; and, WHEREAS, a successful project will provide substantial economic opportunities for Alaskans and Alaska businesses, including enhancement of state revenues and access to decades of Alaskan- produced natural gas for private, commercial and industrial use. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the City of Kenai supports the selection of the Nikiski area for the proposed Alaska LNG Project's natural gas liquefaction plant and terminal by ExxonMobil, BP, ConocoPhillips, and TransCanada.
