MEETING SUMMARY
CALL TO ORDER & ROLL CALL
Chair Hull called the meeting to order at 7:05 p.m. Roll was confirmed as follows:
Commissioners present: Chair A. Hull, C. Stephens, J. Beeson, E. Castillo, N. Widmayer
Commissioners absent: R. Tunseth (excused), J. Jackman
Staff /Council Liaison present: Parks and Recreation Director R. Frates, Council Member
T. Bookey
A quorum was present.
2. AGENDA APPROVAL
MOTION:
Commissioner Stephens MOVED to approve the agenda and Commissioner Castillo
SECONDED the motion. There were no objections. SO ORDERED.
3. APPROVAL OF MEETING SUMMARY — October 3, 2013
Commissioner Beeson asked to have Angie Cramer added under persons not scheduled to be
heard; she spoke about sand vs. wood chips at Municipal Park and the desire to add tot type
play equipment in the near future.
MOTION:
Commissioner Beeson MOVED to approve the corrected meeting summary of October 3 and
Commissioner Stephens SECONDED the motion. There were no objections. SO ORDERED.
4. PERSONS SCHEDULED TO BE HEARD — None.
5. UNFINISHED BUSINESS — None.
6. NEW BUSINESS
a. Lot 8, Kothe Subdivision
Frates gave a brief description of the property and requested the Mayor present her ideas for
improvement.
Mayor Porter reported the Kenai Rotary Club had expressed an interest in assisting with
beautifying the property.
Commissioner comments included:
• Snow removal and long term maintenance.
• Reaching out to neighborhoods for ideas.
• Did other similar properties exist within the city?
• Consider including pocket parks in the CIP list.
No action was taken.
b. Capital Improvement Projects — FYI 5, 16, 17
Frates reviewed the list included in the packet, noting changes from previous years.
MOTION:
Commissioner Beeson MOVED to recommend a Town Hall meeting be held to discuss quality
of life issues on January 13, 2014 for the purpose if formulating a CIP list for FY15, 16, and 17.
Commissioner Stephens SECONDED the motion. There were no objections. SO ORDERED.
7. REPORTS
a. Parks and Recreation Director — Director Frates reported the operator
position had been listed with Job Service and winter grooming equipment had
been ordered.
b. Commission Chair— No report.
C. City Council Liaison — Council Member Bookey reported on previous City
Council meetings.
8. NEXT MEETING ATTENDANCE NOTIFICATION — February 6, 2014
No commissioners requested an excused absence from the February 6 meeting.
9. COMMISSION QUESTIONS & COMMENTS
Commissioner Hull requested an updated map of Daubenspeck Park with anticipated costs for
continued improvements.
10. PERSONS PRESENT NOT SCHEDULED TO BE HEARD
Kristine Schmidt, 503 Ash — Ms. Schmidt thanked the commission for discussing pocket parks
and suggested the city look at activities for older population, particularly for place to safely walk;
suggested maybe the city look at opening up city parks to camping like other places do that she
has visited.

SUBJECT: January 13, 2014 Parks & Recreation Work Session - Notes
The following comments were provided during the Parks & Recreation Commission Work
Session by the public during the January 13, 2014 Work Session:
4`h Park
• Evaluate location for possible dog park.
Municipal Park (West)
• Consider adding a sand -box feature.
• Master Plan entire area to include zip -line, skate pond, warming shack, dam structure.
Water features throughout gulley lends itself to an important education component.
• Add 2 -5 year old equipment.
• Request to replace older playground equipment; replace sand with engineered wood
fiber.
Kenai Park Strip (West)
• Evaluate location for possible dog park at north end of strip.
Kenai Skate Park
• Consider relocating to another suitable site, possibly Old Town Park.
• Issues involved include noise, isolation and accessibility for youth.
Beaver Creek Park
• Need better parking configuration
• Consider adding a formal trail leading west of playground area down toward Beaver
Creek.
Daubenspeck Family Park
• Consider creating a dog accessible area leading from shelter area down to water.
• Add better signage in attempt to keep pet owners from using area near paved parking
lot.
• Install a dog waste station near the restrooms.
Scenic Bluff Overlook
• Very popular area.
• Good location for continued upgrades, i.e., shelters, landscaping.
• Need more trash receptacles.
• Need a covered shelter.
• Consider adding a permanent restroom.
• Consider adding BBQ grills.
Scenic Bluff Overlook #2
• Area needs evaluated for new development and better use, i.e., Master Plan.
Bernie Huss Trail
• Lots of litter /debris along trail, particularly along water's edge.
• Poor water color; ugly.
• Extend fence past dumpster along southern edge of property.
Kenai River Flats Viewing Area #2
• Need better access to river; look into adding a raised walkway.
North Beach
• Need to explore what other possibilities exist outside the Personal Use Fishery. Example
provided were raised platforms, walkways and opportunities for vendors similar to
Homer spit.
East Kenai Trails
• Better define parking at end of Tinker.
• Consider adding bridge over gulley near end of Tinker Ln.
• Evaluate area for standing dead trees, additional pruning and clearing.
Leif Hansen Memorial Park
• Consider better parking
• A perimeter walking loop is needed.
Multi- Purpose Facility
• Addition of locker rooms would be beneficial to various user groups.
• Current vendor needs to better advertise skate rentals; better signage possibly needed.
Rec Center
• Need to contract with professional service provider to examine possibilities for various
facility upgrades, i.e., rock climbing wall and other recreation opportunities.
Other ideas / Suggestions
Consider utilizing Peninsula Clarion for gaining community input, i.e., pictures of
playground equipment for seeking input.
Municipal Park & other planning projects need better publized, i.e., Facebook, mail outs
(cards), utilization of City website.
