CALL TO ORDER & ROLL CALL Chair Morin called the meeting to order at 7:00 p.m. Roll was confirmed as follows: Commissioners present: Chair P. Morin, B. Osborn, W. Nelson, V. Askin, R. Peters Commissioners absent: T. Thompson Staff /Council Liaison present: Building Official L. Floyd, Deputy City Clerk C. Hall, Council Member R. Molloy A quorum was present. 2. AGENDA APPROVAL Chair Morin read the following addition to the packet: ADD TO: 6 -a: Capital Improvement Project List Memorandum from City Manager MOTION: Commissioner Osborn MOVED to approve the agenda and Commissioner Askin SECONDED the motion. There were no objections. SO ORDERED. 3. APPROVAL OF MEETING SUMMARY — October 7, 2013 MOTION: Commissioner Peters MOVED to approve the meeting summary of October 7 and Commissioner Osborn SECONDED the motion. There were no objections. SO ORDERED. 4. PERSONS SCHEDULED TO BE HEARD — None. 5. UNFINISHED BUSINESS — None. 6. NEW BUSINESS a. Capital Improvement Project List Chair Morin reviewed the list included in the lay down and general discussion occurred. MOTION: Commissioner Peters MOVED to add Drift Boat Pullout as Number 5 under FY14/15 and Commissioner Askin SECONDED the motion. There were no objections. SO ORDERED. MOTION: Commissioner Askin MOVED to add "or the City of Kenai" after "State of Alaska" in the notes under Drift Boat Pullout and Commissioner Osborn SECONDED the motion. There were no objections. SO ORDERED. MOTION: Commissioner Nelson MOVED to forward the amended list to Council and Commissioner Peters SECONDED the motion. There were no objections. SO ORDERED. REPORTS a. Public Works Director — No report. b. Commission Chair — Chair Morin provided information regarding an initiative against set netters. MOTION: Commissioner Nelson MOVED to recommend the Council pass a resolution in opposition of the initiative that would ban the use of set nets in Cook Inlet. Commissioner Osborn SECONDED the motion. There were no objections. SO ORDERED. C. City Council Liaison — Council Member Molloy reviewed the past several Council meetings and noted the January 8 work session regarding commissions and committees. 8. NEXT MEETING ATTENDANCE NOTIFICATION —January 6, 2014 Commissioner Peters requested an excused absence from the January 6 meeting. 9. COMMISSIONER COMMENTS /QUESTIONS Commissioner Askin reported she gave a speech on the dip net fishery during a recent college class. Commissioner Osborn tendered his resignation. Commissioner Peters thanked Osborn for his service and wished everyone Happy Holidays. 10. PERSONS NOT SCHEDULED TO BE HEARD — None. 11. INFORMATION 12. There being no further business before the Commission, the meeting was adjourned at 8:19 p. M.
