CITY OF KENAI
RESOLUTION NO. 2014 -19
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA AUTHORIZING
THE USE OF THE EQUIPMENT REPLACEMENT FUND TO PURCHASE A LOADER.
WHEREAS, the Streets Department currently utilizes a Volvo Loader purchased in
2010, an IT28 Loader purchased in 1987, and a Case 966C Loader purchased in 1988
for both summer and winter street maintenance; and,
WHEREAS, the older machines no longer meet the needs of the department and have
been scheduled for replacement in FY2014 and FY2018 respectively; and,
WHEREAS, the Streets Department does not need more than two Loaders to
satisfactorily perform their work; and,
WHEREAS, replacement of the IT28 and Case 966C will be accomplished with the
purchase of one Loader through Construction Machinery Industrial, LLC utilizing the
State of Alaska Fleet Procurement Contract for the approximate cost of $290,OOO;and,
WHEREAS, the existing IT28 Loader will be purchased from the Equipment
Replacement Fund by the City's Parks, Recreation and Beautification Department at
the estimated salvage value of $4,000 for use in clearing snow from fire hydrants and
other department maintenance tasks.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, the City is authorized to use the Equipment Replacement Fund to purchase
a Volvo Loader from Construction Machinery Industrial, LLC utilizing the State of
Alaska Fleet Procurement Contract for the approximate cost of $290,000.

SUBJECT: Purchase of a Loader
Rick,
Please find attached a Resolution authorizing the purchase of a loader from
Construction Machinery Industrial, LLC (CMI) for the approximate cost of $290,000.
CMI was awarded contract CA1595 -12 by the State of Alaska State Equipment Fleet
(Contracting Authority) for the purchase of wheeled loaders. Per the terms and
conditions of contract CA1595 -12 other Alaska political subdivisions may purchase
utilizing this contract. Per KMC 7.15.050 the following may be purchased without giving
an opportunity for competitive bidding: (f) Supplies, materials, equipment or contractual
services purchasable under the contract of another governmental agency in which
contract the City is authorized to participate. Therefore this purchase meets the
requirements of code.
The Streets Department currently has a newer Volvo loader purchased in 2010 and two
older loaders, a Case 966C and an IT -28 in their fleet. The IT -28 is a smaller loader that
is scheduled for replacement in FY 2014. It is seldom used by the Streets Department,
and often used by the Parks and Recreation Department, because of its size. The Case
966C was purchased in 1988 and is scheduled for replacement in 2018. It no longer
meets the needs of the Streets Department.
The Streets Department does not need more than 2 loaders to satisfactorily perform
their work. I recommend replacing the Streets Department IT -28 and 966C with the
purchase of a new loader and transferring the IT -28 to the Parks and Recreation
Department.
