RESOLUTION NO. 2014 -17
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, APPROVING A
POLICY FOR COUNCIL MEMBER EX- OFFICIOS TO CITY BOARDS, COMMISSIONS,
AND COMMITTEES.
WHEREAS, Kenai Municipal Code 1.90.010 - Creation, provides for Council Member ex-
officios for City boards, commissions and committees; ,
WHEREAS, on January 8, 2014, Council h/,and session at which the role of ex-
officios was discussed; and,
WHEREAS, it is in the best interest of Co the City's boards, commissions
and committees to clarify the role of ex -offici h approval of a policy.
NOW, THEREFORE, BE IT RESOLVED Y THE COUNCIL OF THE CITY OF KENAI,
ALASKA:
Section 1. That Council approv s the policy attached hereto regarding the role of
Council Member ex- offios.
Section 2. That this resoluXon takes effect immediately upon passage.

KENAI CITY COUNCIL POLICY FOR COUNCIL EX OFFICIOS
Purpose:
Kenai Municipal Code 1.90.010 - Creation, provides for Council ex- officios, otherwise
known as liaisons, to act as consultants to the body they are appointed and
confirmed, but provides little guidance as to their roles and responsibilities, which this
policy is intended to clarify.
Policy:
1. Ex- officios shall report to the board, commission, or committee
(hereinafter "body") all matters of council that may be relevant to the
body.
2. Ex- officios shall report to Council actions and issues of the body.
3. Ex- officios shall consult with the body in regard to how the body may
work with council or administration to accomplish actions.
4. Ex- officios shall refrain from influencing or lobbying the body in its
decision making process.
5. Ex- officios may not place any item on the body's agenda.
6. Ex officios shall refrain from representing a position to the body not
officially supported by a majority of Council Members.
7. Ex- officios represent the Council to the body as opposed to representing
the body.
8. Ex- officios are not counted towards a quorum and cannot vote on any
matter.
9. Ex- officios may attend all meetings of the body and if unavailable, may
arrange with any other Council Member or the Mayor to attend a meeting
as the ex- officio.
10. Any Council Member other than the ex- officio may attend a meeting of a
body, but not as an ex- officio.
11. The ex- officio shall sit with the body.

SUBJECT: Ex- Officio Policy
The City Clerk, City Manager, and City Attorney were asked to provide a recommendation on council
liaison (otherwise known as ex- officio) responsibilities at the January 8, 2014 Work Session regarding
boards, commissions and committees. While Kenai Municipal Code 1.90.010- Creation, provides for
Council liaisons to act as consultants to the body they serve and clarifies that they cannot be voting
members, there is little other direction provided.
Robert Rules of Order, 11th Edition, cited for reference, states that the ex- officio represents the Council to
the body as opposed to representing the body. The ex- officio is not counted as a quorum member and has
the right, but not obligation to attend meetings. It is recommended that Council adopt a policy clearly
defining council liaison's /ex- officio's responsibilities.
