APPROVAL OF MEETING SUMMARY a. January 8, 2013 b. April 9, 2013 MOTION: Member Gabriel MOVED to approve the meeting summaries of January 8 and April 9 and Member Lovett SECONDED the motion. There were no objections. SO ORDERED. 4. PERSONS SCHEDULED TO BE HEARD a. Stephanie Queen, City of Soldotna Planning & Community Development Director— Soldotna's Storefront Improvement Program Ms. Queen presented information on the City of Soldotna's Storefront Improvement Program including repainting of business buildings, replacing a sign, and adding architectural details. Ms. Queen noted funding came from the capital fund which funds up to 50% of eligible projects to a maximum or $5000 each. 5. UNFINISHED BUSINESS a. Update — Community Gardens Parks and Recreation Director Frates reviewed plans for upgrades to the Community Garden, noting a local youth would install a children's garden for an Eagle Scout badge. General discussion occurred. MOTION: Member Gabriel MOVED to recommend fees for raised bsds remain the same as garden plots at $20 and Member Lovett SECONDED the motion. There were no objections. SO ORDERED. 6. NEW BUSINESS a. Volunteer Plant Day Frates provided an overview of the schedule for the June 8 plant day, noting the event would run from 10:00 a.m. to 2:30 p.m. with a barbeque at the fire station. Frates noted the following members agreed to facilitate at the various beds: Gabriel — Blue Star Memorial Jung — Leif Hansen Memorial Park Bean Bed Tuttle — Fire Department Bed 7. REPORTS a. Parks & Recreation Director — Frates noted anticipating another busy summer, including work on the town tree and the Veteran's Memorial and the Welcome to Kenai sign bed. b. Frates, Parks & Recreation Director DATE: March 26, 2014 SUBJECT: Community Tree Inventory Trees are an important asset to every community and provide many benefits. Creating a desirable place to live, improved air quality, and mental health are just a few examples. One of the first steps toward establishing an Urban Forest Management Plan (UFMP) is completing a tree inventory. Mr. Dodge and I have been developing a Tree Inventory Data Form that the department can use over the course of this summer and into the future. This form was developed in a manner that would allow volunteers to assist with the process. From here we will develop a spreadsheet so that data can be stored electronically. Please review the attached Tree Inventory Data Sheet for clarity and ease of use. If there is information you think we should be capturing, please let me know. TREE HEIGHT Using a clinometer locate top of object through the sight. Move forward or back until the string with weight lines up with the leg of the triangle. This will be a 45 degree angle reading at this point, meaning the angle of elevation between your eye and the top of the tree is 45 degrees. At this spot, measure the distance from you to the base of the tree = (D). Measure your height to eye level = (H). Height of tree = D + H. D (ft) + H (ft) = Height of Tree (ft) Height Class = Height Class 1= <25 feet 2 = 25 -45 feet 3 = >45 feet C. TREE HEALTH Evaluate overall tree health by inspecting the tree's crown, trunk, and roots. Look for exposed roots, missing bark, decay, or unbalanced foliage as signs of an unhealthy tree. Select a rating below after completing the worksheet on the other side of this form. 5 = Excellent 4 = Good 3 = Fair 2 = Poor 1 = Dead D. My recommendation would be Saturday, June 7Ih. Once again, I will coordinate use of the Fire Department's facility for check -in and the BBQ. Furthermore, we need to be thinking about any changes, if any, that need to be implemented along with flowerbed assignments.
