HomeMy WebLinkAboutResolution No. 2014-23Suggested by: Administration CITY OF KENAI ELUTION NO. 2014 -23 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AMENDING ITS COMPREHENSIVE SCHEDULE OF RATES, CHARGES, AND FEES TO INCORPORATE CHANGES FOR THE 2014 PERSONAL USE FISHERY. WHEREAS, proposed changes to the Personal Use Fishery fees are intended to eliminate confusion over camping and parking fees; and, WHEREAS, separate parking and camping fees have been charged in the past with many participants not understanding that both fees applied to those parking and camping on the beach or in one of the City's designated parking /camping areas; and, WHEREAS, new fees will be designated as day parking that will not include overnight camping and overnight parking which will include camping and entitle the fee payer to park one vehicle, up to two atv's and erect one tent overnight; and, WHEREAS, the 2013 fishery again saw an increase in the use of atv's by participants to access the fishery; and, WHEREAS, the current fee schedule does not clearly indicate parking fees apply to atv's; and, WHEREAS, the City must ensure all fishery participants share in the payment of fees which support the fishery's operations; and, WHEREAS, available parking on the City's beaches is often at capacity during peak period causing many participants to park in other locations and be dropped off to fish; and, WHEREAS, there is not currently a fee charged to participants being dropped off despite those participants utilizing the same services and facilities as those parking on the beaches; and, WHEREAS, the implementation of a fee for participants being dropped off will ensure all fishery participants share in the payment of fees which support the fishery's operations. Resolution 2014- 23 will amend the City of Kenai fee schedule for changes recommended in the 2013 Dip Net Report. The goal of these changes is to reduce confusion of fishery participants and workers and to create a fee structure that all fishery participants pay fees for the services provided by the City. The 2013 Dip Net fee structure created confusion on the part of users (participants and City shack attendants). The primary cause of confusion was camping fees not including vehicle parking. To reduce confusion the proposed fee schedule contains a fee for Day Use Parking (parking from midnight to midnight) and is to be used only by those participants who will be exiting the area by midnight of the day the permit is purchased. The fee for Day Use Parking will be $20.00. For participants with a vehicle or up to two atv's, camping is now defined as Overnight Parking. Overnight Parking will entitle the participant to park their vehicle or up to two atv's and erect one ten from midnight the first day until noon the following day. The fee for Overnight Parking purchased before noon the first day will be $55.00 and purchased after noon the first day will be $45.00. The combining of vehicle parking and camping fees into a single fee is expected to eliminate the confusion present in the 2013 fishery. Many fishery participants are being transported to the fishery and being dropped -off thus avoiding paying fees for the use of City services. These participants utilize the same City services as those used by fee paying participants. Vehicle congestion created by drop -off vehicles requires additional traffic control efforts by police officers, TEO's and volunteers. The proposed fee schedule includes a new fee drop -off and pickup vehicles passing the fee shacks. The proposed $10.00 fee for each drop -off and pickup is equivalent to the $20.00 fee for Day Use Parking. Another anticipated benefit of the new drop - off/pickup fee will be a reduction of congestion on City streets caused by vehicles parking on City streets outside the fishery. The 2013 fishery saw a continued increase in the use of atv's to transport participants to and from the fishery. The current fee schedule does not specifically define a fee for participants utilizing atv's. The proposed fee schedule defines up to two atv's as being equivalent to a single vehicle. Participants utilizing atv's for transportation to and from the fishery will now pay the same Day Use Parking and Overnight Parking fees as participants driving vehicles.
