CITY OF KENAI
RESOLUTION NO. 2014 -26
• RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING
• BUDGET TRANSFER WITHIN THE GENERAL FUND - NON - DEPARTMENTAL AND
STREETS DEPARTMENT.
WHEREAS, flooding, as a result of heavy and sustained rains, occurred in October
2013 resulting in damage to South Spruce Street and the Third Avenue outfall
sediment control structure; and,
WHEREAS, the flooding event has been declared a disaster by both the State of Alaska
and the Federal Government making Federal and State emergency recovery funds
available; and,
WHEREAS, in order to complete grant applications for emergency recovery funds the
City must first project repair costs and will retain a design engineer to assist in this
process; and,
WHEREAS, the expenditure of funds for a design engineer is expected to be
reimbursed upon completion of the grant application for State and Federal emergency
recovery funds and this budget transfer provides funding to move the applications
forward; and,
WHEREAS, repair of these facilities and the application for Federal and State disaster
recovery funds is in the best interest of the City and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, the following budget transfer be made:

SUBJECT: Transfer of funds and award of an agreement for the South
Spruce Street and Third Avenue outfall sediment control structure
repair design
Rick,
This memo is in support of two resolutions. The first transfers funds, and the second
awards an agreement for the South Spruce Street and Third Avenue outfall sediment
control structure repair design to Larson Engineering, P.C. for the amount of $8,855.
During the flooding event in October 2013, South Spruce Street and the Third Avenue
outfall sediment control structure were damaged. The event was declared a federal
disaster. 1 am working with the State of Alaska Division of Homeland Security &
Emergency Management and the Federal Emergency Management Agency to ensure
that all expenses incurred by the City of Kenai to repair the damage will be reimbursed.
The base bids are to provide bid documents to return the sites to their pre- disaster
condition. The additive alternate on Spruce Street is to provide bid documents which
include an additional culvert to mitigate future damage during flooding. The cost of
mitigation is also reimbursable.
