WHEREAS, the following bids were received on April 8, 2014; Bidder Base Bid & Additive Alternates 1, 2, and 3 Orion Construction, Inc. $ 348,000 Polar North $ 406,563 Wolverine Supply, Inc. $ 238,000 withdrawn Engineer's Estimate $ 409,078 ®' WHEREAS, WOLVERINE SUPPLY, INC's bid was withdrawn due to a major accounting error; and, WHEREAS, ORION CONSTRUCTION's is the lowest responsive bid and award to this bidder would be in the best interest of the City; and, WHEREAS, the recommendation from City Administration is to award the contract to ORION CONSTRUCTION for the base bid and all of the additive alternates one, two, and three for the total approximate cost of $348,000.00; and, WHEREAS, sufficient monies are appropriated. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the agreement for the project entitled "CITY HALL & SENIOR CENTER BOILER REPLACEMENT AND SNOWMELT ADDITION 2014" be awarded to ORION CONSTRUCTION, INC for the approximate amount of $348,000.00. ALASKA PO: Rick Koch, City Manager FROM: Sean Wedemeyer, Public Works Director DATE: April 29, 2014 SUBJECT: Award of an agreement for the city hall & senior center boiler replacement and snowmelt addition Rick, This memo is in support of a resolution awarding an agreement for the city hall & senior center boiler replacement and snowmelt addition to Orion Construction, Inc. for the approximate amount of $348,000.00. The base bid is to provide heated sidewalk snowmelt systems and new boilers at both city hall and the senior center. Additive alternate one is to construct an ADA compliant concrete ramp at the west door of the senior center dining room. Additive alternate two adds a snowmelt system to that ramp. Additive alternate three replaces the domestic water heater at the senior center. After opening the bids I requested Wolverine to confirm their price because it was far below the other bids and the engineer's estimate. They found a substantial error and subsequently I accepted Wolverine's written request to withdrawal their bid. I recommend this award. Thank you for your attention to this matter.
