HomeMy WebLinkAboutResolution No. 2014-48Suggested by: Administration fhe aryof CITY OF KENAI KENAI, ALASKA RESOLUTION NO. 2014 -48 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AWARDING AN AGREEMENT FOR DESIGN OF WASTEWATER TREATMENT PLANT IMPROVEMENTS 2014. WHEREAS, a proposal to provide professional services to design wastewater treatment plant improvements was requested and received from CH2MHill; and, WHEREAS, Administration has reviewed the proposal and finds it to be complete in scope and fair in value; and, WHEREAS, the deadline to submit a grant application to construct the improvements to be designed under this agreement is August 4, 2014; and, WHEREAS, having a portion of the design complete at the time of the grant application will result in a higher score and therefore an increased probability of grant award for the construction; and, WHEREAS, CH2MHill has performed all of the major professional design and planning services for the wastewater treatment plant including but not limited to the original design, the wastewater facility financial plan in 2003, the wastewater facility master plan in 2004, pretreatment program technical memorandum in 2012, and the operations and maintenance manual updates in 2014; and, WHEREAS, as a result of their previous experience with the wastewater treatment plant, award to CH2MHill will result in a more financially efficient process and allow the City to provide the most developed design with the grant application; and, WHEREAS, KMC 7.15.050(e) allows for purchases without competitive bidding for professional services; and, WHEREAS, sufficient monies are appropriated. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the agreement for the project entitled "DESIGN OF WASTEWATER TREATMENT PLANT IMPROVEMENTS 2014" be awarded to CH2MHi11 for the approximate amount of $200,000.00. The scope of work includes a new belt filter press, headworks improvements including grinding, screening, cleaning, and compaction of cleanings, small bubble aeration with new adjustable frequency drives and controls, investigation and improvements to mitigate air leakage at the aeration basins and to the digester, cleaning the digester, and any building upgrades required to accommodate new equipment. The design will also include conducting a biosolids disposal alternative strategy session to review options for biosolids disposal. CH21VIHill has performed all of the major professional design, technical research, and planning services for the WWTP including but not limited to: the original design, the financial plan in 2003, the WWTP master plan in 2004, a pretreatment program technical memorandum in 2012, and the operations and maintenance manual updates in 2014. They have extensive, intimate, and very current knowledge of the design and operation of our facility. As a result, award to CH2MHill will result in a more financially efficient process and allow the City to provide the most developed design with the grant application, which is due only one month from the July 2nd meeting. KMC 7.15.050(e) allows for purchases without competitive bidding for professional services. Due to the aggressive schedule and the consultants experience I recommend this award.
