SUBJECT: Municipal Park — Playground
Purpose of this correspondence is to inform you that Sitelines is still working on their pricing for
both the 2 -5 year old equipment and the 5 -12 year old equipment as outlined in the Municipal
Park Playground Equipment Upgrade Proposal — Option A. It is primarily the shipping costs
they're waiting on.
Sitelines representative, Gary Max, did provide a schematic for the 2 -5 year old area (attached).
The current area is not large enough to accommodate all the components requested for the 2 -5
year old area. However, I did request a schematic depicting all components so that we can see
what the footprint would need to look like. I should have this in time for our meeting.
I can bring some pictures of custom -type equipment to the meeting that Gary had sent me.
However, in my opinion the play value for these pieces look to be fairly minimal and mostly add
a visual appeal or are decorative in nature, i.e., polymer bears and frogs and a concrete fish.
The only exception was a moose swing (swing with polyethylene antlers) and a salmon spring
rider that is in the engineering review stages. I don't have pictures of the salmon rider but is
essentially a Fire Truck Spring Rider with the panels replaced with photo grade salmon- shaped
panels. Approximate cost is $700. The custom polymer bears and frogs are $8,300 to $14,000
and the concrete fish $15,000, plus shipping.

Municipal Park Playground Equipment Upgrade Proposal
Option - A
Discussion:
The City Council has identified the need to install playground equipment at Municipal Park to accommodate
children between the ages of 2 and 5. During the 02/05/14 City Council Meeting the City Manager requested that the
Council allow him to request from vendors their "best deal" for 2 -5 year old equipment. The council gave the City manager
the go ahead to pursue this plan and raised the allotment for equipment to $50,000. (02/05114 City of Kenai Council

Two proposals were presented to the Parks and Rec Commission during our regularly scheduled meeting on
4/3114. The proposals were from two vendors; Site Lines and North -West Playground Equipment. The request for
proposal was structured requesting two proposals from each vendor; "not to exceed $30K" and "not to exceed $40K." The
recommendation from the City Manager and Parks & Recreation Director was to choose the Site Lines "Not to exceed
$40K" proposal.
The Parks and Recreation Commission agreed with the recommendation to choose Site Lines as the vendor but
wanted to amend some of the items proposed in the submittal. This related discussion prompted the Commission to set
up a work session (04/15/14) to identify which pieces of equipment we would suggest removing from the quote and which
pieces of equipment we would suggest adding to the quote. The details below are the products of that work session.
Details:
Option A "Kenai's Enchanted Forest" is the preferred recommendation from the Parks and Rec Commission for
the replacement and addition of playground equipment at Municipal Park. Option A includes replacement of the existing 5-
12 year old equipment and the addition of a complete 2 -5 year old playground. The commission believes that this option is
financially the best long term option for the City to consider.
The existing 5 -12 year old equipment has reached its useful design life (20 years) and will need to be replaced in
the near future. Capitalizing on the sharing of installation costs and incorporating a matching equipment theme throughout
the park are the clear benefits of this option. The parks and Recreation Commission believes that Municipal Park will only
require minimal future equipment investments over the next 20 years should Option A be chosen, allowing the Council
and Commission to direct their focus on the other City parks requiring attention.

of playground equipment at Municipal Park. Option B includes replacement of the existing 5-12 year old "feature"
equipment and the addition of a "feature" 2 -5 year old playground piece. The commission believes that this option is
financially the best near term option for the City to consider if staying within the $50K amount is required.
The existing 5 -12 year old equipment has reached its useful design life (20 years) and will need to be replaced in
the near future. Capitalizing on the sharing of installation costs and incorporating a matching equipment theme throughout
the park are benefits of this option. Option B would only replace the large feature pieces of equipment, requiring the City
to spend additional time and money in the future on the smaller equipment.
Should option B be chosen, the Commission strongly recommends that the City explore other funding options (i.e.
Potential hospital donations, Daubenspeck Fund dollars, campaigning for equipment sponsors, etc.) to ensure that the
overall completion of the park (large and small equipment) is realized.
