KENAI CITY COUNCIL CHAMBERS 210 FIDALGO AVE., KENAI, AK 99611 MAYOR PAT PORTER, PRESIDING MINUTES A. CALL TO ORDER A Regular Meeting of the Kenai City Council was held on October 1, 2014, in City Hall Council Chambers, Kenai, AK. Mayor Porter called the meeting to order at 7:00 p.m. 1. Pledge of Allegiance Mayor Porter led those assembled in the Pledge of Allegiance. 2. Roll Call There were present Mayor Pat Porter Ryan Marquis Robert Molloy (telephonic) Terry Bookey Mike Boyle Tim Navarre Brian Gabriel (telephonic) A quorum was present. Also in attendance were: "Allison Ostrander, Student Representative Rick Koch, City Manager Scott Bloom, City Attorney Sandra Modigh, City Clerk 3. Agenda Approval Mayor Porter noted the following requested revisions to the agenda: • ADD — Scheduled Public Comments, Kaleidoscope Students of Arts and Science Students — Concern with the Amount of Trash in Storm Drains and Shqit Tsatnu Creek. • REMOVE — Purchase orders exceeding $45,000. MOTION: Vice Mayor Marquis MOVED to approve the agenda with the requested amendments proposed by Mayor Porter and requested UNANIMOUS CONSENT. Council Member Bookey SECONDED the motion. VOTE: There being no objections, SO ORDERED. 4. Consent Agenda MOTION: Vice Mayor Marquis MOVED to approve the consent agenda and requested UNANIMOUS CONSENT. Council Member Bookey SECONDED the motion. Mayor Porter opened the floor for public comment on consent agenda items; there being no one wishing to be heard, public comment was closed. There being no objections, SO ORDERED. *All items listed with an asterisk (') are considered to be routine and non- controversial by the council and will be approved by one motion. There will be no separate discussion of these items unless a council member so requests, in which case the item will be removed from the consent agenda and considered in its normal sequence on the agenda as part of the General Orders. B. SCHEDULED PUBLIC COMMENTS Kaleidoscope Students of Arts and Science Students — Concern with the Amount of Trash In Storm Drains and Shqit Tsatnu Creek. Students addressed Council to express concerns regarding trash in the storm drains and Shqit Tsatnu Creek. The students requested permission to spray paint stencils around the storm drains to read "Keep it Clean, Leads to Streams'; the group was referred to Administration to further discuss the project. C. UNSCHEDULED PUBLIC COMMENTS — None D. PUBLIC HEARINGS Ordinance No. 2795 -2014 — Increasing General Fund Estimated Revenues and Appropriations for Unbudgeted Costs Related to the Acquisition of Property Retained for a Public Purpose. Mayor Porter opened public hearing; there being no one wishing to be heard, the public hearing was closed. City of Kenai Council Meeting Page 2 of 5 October 1, 2014 MOTION: Council Member Navarre MOVED to enact Ordinance No. 2795 -2014; the motion was SECONDED by Vice Mayor Marquis. VOTE: YAY: Porter, Boyle, Bookey, Gabriel, Marquis, Molloy, Navarre, NAY: "Student Representative Ostrander: YEA MOTION PASSED UNANIMOUSLY. 2. Ordinance No. 2796 -2014 — Increasing Estimated Revenues and Appropriations by $1,000 in the General Fund, Safety Department for Purchase of Employee Safety Items. Mayor Porter opened public hearing; there being no one wishing to be heard, the public hearing was closed. MOTION: Vice Mayor Marquis MOVED to enact Ordinance No. 2796 -2014; the motion was SECONDED by Council Member Boyle. VOTE: YAY: Porter, Boyle, Bookey, Gabriel, Marquis, Molloy, Navarre, NAY: *`Student Representative Ostrander: YEA MOTION PASSED UNANIMOUSLY. E. MINUTES 1. *Regular Meeting of September 17, 2014 Minutes were approved by the consent agenda. F. UNFINISHED BUSINESS — None. G. NEW BUSINESS 1. *Action /Approval — Bills to be Ratified. Bills were approved by the consent agenda. H. COMMISSION /COMMITTEE REPORTS 1. Council on Aging — Marquis noted a letter was submitted by the Council on requested capital projects. City of Kenai Council Meeting Page 3 of 5 October 1, 2014 2. Airport Commission — October meeting was cancelled. 3. Harbor Commission — October meeting was cancelled. 4. Library Commission — No report. 5. Parks and Recreation Commission — No report. 6. Planning and Zoning Commission — First meeting in October was cancelled. 7. Beautification Committee — No report. 8. Mini -Grant Steering Committee — No report. I. REPORT OF THE MAYOR Mayor Porter reported on the following: • Attended the ribbon cutting ceremony for the Midnight Son Seventh -Day Adventist Church • Attended the opening of the Fire Conference • Attended the River Marathon Opening • Presented in the Kenai Central High School Leadership work shop • Update on Lincoln Wensley, former Kenai Student J. ADMINISTRATION REPORTS 1. City Manager noted he had just returned for travel and reported conference topics he attended were beneficial. 2. City Attorney — No Report. 3. City Clerk announced Amber McGlasson as the new Deputy Clerk and reminded everyone to vote during the municipal election on October 7th K. ADDITIONAL PUBLIC COMMENT 1. Citizens Comments (Public comment limited to five (5) minutes per speaker) — None 2. Council Comments Vice Mayor Marquis thanked the students for attending the meeting and introduce his daughter in the audience. Student Representative Ostrander reported on the Leadership conference to which she repeated positive feedback; advised of the Senior Civil Projects of Kenai Council Meeting Page 4 of 5 ,ber 1, 2014 Council Member Bookey commended the Kenai Fire Department and staff for its participation in conducting the recent conference; requested the City Manager forward him the size of the mural to be placed at the airport. Mayor Porter reported on the upcoming student mock council meetings taking place on Monday. Council Member Molloy stated he enjoyed the Kaleidoscope School presentation, encouraged all to vote and wished candidate luck Council Member Gabriel welcomed new Deputy Clerk Amber McGlasson and wished candidates good luck; advised his granddaughter was born earlier that day. L. EXECUTIVE SESSION — None N. ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 7:32 p. M. Advisory votes shall be cast in the rotation of the official council vote and shall not affect the outcome of the official council vote. Advisory votes shall be recorded in the minutes.
