NOTES
Council present: Mayor P. Porter, R. Molloy, B. Gabriel, T. Navarre, M. Boyle
Others present: City Manager R. Koch, City Clerk S. Modigh
Mayor Porter began the work session at approximately 6:00 p.m.
City Manager Koch provided an overview of the City's timeline for prioritizing its fiscal year 2016
Capital Improvements Program (CIP) Priorities for State and Federal funding for submission to
the Borough and State.
Koch presented his proposed projects and Council concurred on the following:
STATE WIDE BENEFIT PROJECTS
1. Kenai River South Shore Access for Personal Use Fishery — Phase II ($4000,000)
2. Kenai Spur Highway — Supplemental Appropriation ($30,000,000)
3. New Fee Shacks and Automated Pay Parking /Camping Systems (4) for Personal Use
Fishery ($225,000)
4. Lower Kenai River Drift Boat Pull -Out (Grater than $3,500,000)
5. Bridge Access Road Pedestrian Pathway ($3,000,000)
STATE FUNDING REQUESTS GREATER THAN $100,000
1. Paving & Improvements to City Streets ($1,500,000)
2. Construct New City Light/Heavy Equipment Storage Building — Phase II ($600,000)
3. Construction of Wastewater Treatment Plant Upgrades — Phase II ($1,400,000)
4. Public Safety Radio Replacement ($360,000)
5. Public Safety Building, HVAC Improvements ($251,4448)
6. Improvements /Renovations of the Kenai Senior Center ($518,805)
7. City Emergency & Operational Fueling Facility ($280,000)
8. Improvements to the City of Kenai Recreation Center — Phase II ($250,000)
9. Kenai Old Town Pedestrian Walkway System — Phase II ($150,000)
10. City of Kenai — Kenai Peninsula Regional Convention and Activities Center ($225,000)
11. Storage for the Kenai Senior Center Vehicles ($400,000)
12. Kenai Multi- Purpose Facility Locker Room Construction ($1,250,000)
13. City of Kenai Indoor Turf Field Facility ($3,500,000)
14. Design for Expansion of the Kenai Public Safety Building ($180,000)
There were other projects greater than $100,000 and several projects which less than $100,000
that were not prioritized, but were discussed and provided in the packet.

Council concurred to create short term solutions for the Senior Center van storage until funding
is available for a more long term solution.
Tara Hammond thanked councilors for their services and advised that both she and her husband
have each at different times sat on the Little League Board and spoke in favor of improvements
to the field and expansion.
Council requested a review of the proposed plan for the little league fields at Section No. 36.
The work session was adjourned at 7:49 p.m.
