H. COMMISSION /COMMITTEE REPORTS 1. Council on Aging — Vice Mayor Marquis reported the March meeting was cancelled and the next meeting scheduled was on April 10th. Airport Commission — Council Member Gabriel reported on the Commission's recommendation of location to place the Paint the Kenai mural which was provided to Council as lay -down. With no objection from Council on the placement recommended by the Commission, the City Manager was directed to move forward with the project. 3. Harbor Commission — Council Member Molloy reviewed the Commissions March 17, 2014 meeting noting that new commissioner Gary Greenberg participated and that the Commission and the South Beach Coalition addressed dip net issues. 4. Library Commission — No report. 5. Parks and Recreation Commission — No report. 6. Planning and Zoning Commission — Council Member Navarre advised that the last meet was cancelled and next meeting was scheduled for March 26th. 7. Beautification Committee — Mayor Porter had no report. Mini -Grant Steering Committee — Mayor Porter reported the Committee approved two mini grants: • Paint the Kenai Airport Mural (Painting Phase) — Soldotna Rotary Club • City Shop Mural (Senior Project) — Kia Youngren -Brown REPORT OF THE MAYOR Mayor Porter reported the following: • Attended a meeting regarding bed taxes • Thanked those who contributed to the Employee Appreciation event • Ideas for the Recreation Center • Deferred to Council Member Gabriel regarding a request to travel to Juneau MOTION: Vice Mayor Marquis MOVED to authorize Council Member Gabriel to attend the hearings in Juneau related to fisheries and requested UNANIMOUS CONSENT. Kenai City Council Meeting Page 3 of 3 October 15, 2014 [PAGE LEFT BLANK INTENTIONALLY] Suggested by: Administration CITY OF KENAI RESOLUTION NO. 2014 -63 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ADOPTING THE CITY OF KENAI CAPITAL IMPROVEMENTS PLAN PRIORITY LISTS FOR STATE FUNDING REQUESTS FOR THE FISCAL YEAR 2016 WHEREAS, the Capital Improvements Plan (CIP) is a guide for capital expenditures; and, WHEREAS, the City of Kenai CIP process has involved consideration of existing plans, programmatic needs and public input; and, WHEREAS, the CIP compliments the legislative priorities, City Budget and Comprehensive Plan; and, WHEREAS, the Kenai City Council held a public hearing on the Capital Improvements Program adoption on October 15, 2014; and, WHEREAS, if unforeseen circumstances occur, the City Council authorizes the City Manager to modify as necessary the City of Kenai's Capital Improvements Plan Priority Lists for State and Federal Funding Requests for the Fiscal Year 2016, and that any modification will be brought before Council for approval at the next regularly scheduled Council meeting. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, adopts the attached City of Kenai Capital Improvements Plan Priority List for State Funding Requests for the Fiscal Year 2015. In past years, the City of Kenai has purchased fire vehicles through State of Alaska fleet pricing, to help ensure the City pays the lowest available cost for this equipment. Each Winter, nightshift police officers try to clear vehicles off of City streets so that City plow vehicles are unimpeded as they clear snow. Nightshift officers currently utilize three options upon seeing these violations: 1. Place a warning tag on the vehicle. 2. Knock on the door to wake up residents to move the vehicle. 3. Tow the vehicle. Officers regularly utilize options 1 and 2. Option 3 is a last resort, when the first 2 options don't work. I am requesting an ordinance which places a fine of $50 on the City bail schedule for this offense. With approval of the ordinance officers can still try to warn violators, but when a warning doesn't resolve the situation they can place a citation on the vehicle. In the last few years ICANN, the agency responsible establishing and administering internet domain names, has opened up the list of Top Level Domains (TLD) from the standard ".com .org .net" to a much more diverse list. The domain name of ci.kenai.ak.us has served us well for the last 11 years, but with the expansion of TLD's there are now more user friendly options available to the City. Recently the Borough transitioned from borough. kenaLak.us to kpb.us. The State transitioned from state.ak.us to alaska.gov. This is part of a nationwide trend to shorten domain names and make them easier for the public to use and remember. Today the TLD of ".city" became available. Three seniors enjoyed the beautiful fall colors as well as trying their hand at gold panning and learning about the geographical area of Skilak Lake. 21 seniors participated 13 times in the weight resistance program, 8 seniors participated in 13 times in the aerobics class, 12 seniors participated 7 times in the Tai -Chi, 2 seniors participated 4 times in Golden Zumba, 8 seniors participated 8 times in line dancing, 8 seniors participated 3 times with the Bell Ringers, 10 seniors participated in the IPad class, 14 seniors participated in 5 times playing bridge, 21 participated played 8 times of pinochle, 5 seniors participated 4 times in Spanish class, 42seniors had 9 opportunities to have blood pressure checks. The muses has added oxygen saturation levels. 6 seniors have been monitored closely and 3 of the 6 were referred to their physician. Two seniors were referred to their physician for high blood pressure and are now taking medication. Tripoli met for 3 games and 6 seniors participated. 17 seniors visited with other seniors while having coffee in the morning at the senior center. September was the Mystery - Dinner Fundraiser. Kenai Senior Connection, Inc. partnered with Frontier Community Service and presented a mystery play with dinner and lots of audience participation. Phase 2 Update Master Plan (Aeronautical Survey) — This project is going very well. The mapping is now over half complete, the orthophotography is completed, and final quality control is close to being wrapped up. The clarity on the aerial photography is amazing. They will come back later this month and bring some prints. Security Camera Project — The City documents are being prepared for a design -build project and the FAA is reviewing the DBE and Small Business contract specifications. Snow Removal Equipment (SRE) — The new Oshkosh Plow truck with attachments has been ordered. Delivery will take approximately 10 months. In- house: Operations Staff: Staff is busy mowing, fixing gate and electrical problems, expanding snow dumps, and preparing for the winter season. The operations staff is also landscaping along Willow at the Kenai Operations Facility. The heavy aquatic plant growth in the float plane basin is causing problems for aircraft. Operations staff has been unsuccessful in attempts to control it. The USFW has recommended draining the basin down to one foot of water and subjecting the plants to a deep freeze to kill them. We can start re- filling the basin in December. If this fails, other options are using chemicals or draining the water again and using heavy equipment to scrape and remove the plant life. Interviews will be conducted the week of October 13th for the temporary equipment operator positions at the airport. The pre- winter snow and ice control operations meeting for Airport staff, users, tenants, and operators will be held on Friday, October 24 from 10a.m. to 12 noon in the City of Kenai Council Chambers. Administrative Staff: The vending machine concession opportunity will be advertised in October 2014. To date, there is a total of 48 hours booked for the month of October, excluding KPHA's Peninsula Power Play scheduled for October 24 -26. Remaining temporary crew members have been busy assisting the department with post- season maintenance items and tackling any remaining deferred maintenance items from this summer. The trail crew continues making progress with the Ryan's Creek Trail and is finishing up the last of the gravel placement. We are still hopeful to get one last boardwalk installed which will complete this project. Below is a list of recent accomplishments: • The Kenai River Marathon was held September 28"' and included 219 total runners with several participants from out -of- state. • Crews removed flowers from various locations throughout town, including boxes, planters, pots, baskets, etc. • Crews started wrapping trees at LH Memorial Park in preparation for wlntar season. • Various trees throughout town were caged (moose protection). • Several new trees were planted along the Kenai Spur Hwy corridor near North Spruce Street. New trees were also installed at the Conoco Phil lips /City of Kenai Multi- Purpose Facility. • Banners were removed from the street poles. • Field of wildflowers was mowed and re- seeded. The Beautification Committee will be discussing adding future trails throughout this area. • Mowers cleaned /stored for winter. • Seasonal trash receptacles removed and restroom facilities winterized. • Crews installed a horse -shoe pit at Daubenspeck Family Park near the shelters. • Trail was roughed in at the greenstrip (corner of Forest Dr. & 41' St.) • Crews will be roto - tilling the community gardens this fall. • Dahlia bulbs were dug up and stored for the winter. Agency and Government Reports: 1, State Parks —Jack Blackwell provided the board members with the following report: • During the last legislative session State Parks received $35,000 to start the planning process for the Kenai River Ranch property (Mile 30 of the Kenai River). • State Parks also received a $1 million appropriation for Kenai River recreation improvements. This includes a new toilet on the lower river, a new toilet on the middle river, a replacement toilet at the Eagle Rock boat launch and starting the planning process for renovating the Eagle Rock boat launch. • In May there was a Kenai River Spring Cleanup and volunteers collected 2,500.00 pounds of debris. This was a very successful event. Mark Glassmaker initiated the idea and organizations, such as the guide association, school district, Kenai River Sportfishing Association, and the City of Soldotna, partnered with this event. Keith Baxter was also very involved in coordinating this effort. • Parks staff were involved during the Funny River fire this spring. Rangers helped evacuate subdivisions during both evacuations and staff also transported fire fighter and equipment across the river. The state owned Wally's cabin near the Keys was destroyed in this fire. • The Bing's landing mooring was replaced. We have had issues with the new walkway design and understand the concerns people have with the design. The design works well at lower water levels and is challenging to use at higher water levels. Staff are working with Design and Construction to look at modifications for improving the site before next season. • Funding has been appropriated for a public boat retrieval site on the lower Kasilof River. State Parks has a purchase agreement with the Kimbrough family for the property just upstream from Trujillo's retrieval site. a Stormy Lake at Captain Cook State Recreation Area has been closed all summer for the removal of the invasive species Elodea. It has received the initial treatment of Fluridone in July and then a second treatment will be done in September. 2. DEC —Tim Stevens provided board members with the following report: • One project that DEC has been working with is the beach sampling at the mouth of the Kenai River. This testing was completed from July 9th to August 6, 2014; the results suggested that there were higher levels of bacteria several times throughout the testing. They also conducted some microbial bacteria testing to determine the source of the bacterial. Tim hopes that results will be available by the October meeting. 3. Kenai River Ranch Planning - Jack reported that $35,000 was appropriated by the legislature to start the Process of developing an initial site plan for the area. This parcel is approximately 130 acres at mile 31 of the Kenai River. It was an EVOS Purchase and has ideas for development are a boat launch, walkways or a camping area. The Funny River community worked been recommended for recreation development. Possible with the legislature to obtain this funding. 3. Eagle Rock operations and planning- Jack said that this summer Parks began operating the Eagle Rock boat launch facility. Initially, there were some oonnicts with facility users and subdivision neighbors, but these were addressed when the City of Kenai installed no parking signs. Jack said he really appreciated the assistance from the City of Kenai on this issue. The highest number of users at this facility was from those participating in the personnel use fishe whelming.
